Airport Airside Operations Officer

Purpose:
 

Under general direction, this position is responsible for providing vision, planning, leadership, strategic direction, and oversight of airfield operations, resource management, ramp tower, cargo operations, and wildlife management at Austin-Bergstrom International Airport (AUS). This position is responsible for the continual safety, sustainability, efficiency, and continuity of maintenance.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops annual and multi-year plans and strategies to meet AUS operational needs.
  2. Develops and directs the implementation of goals, objectives, policies, procedures, and work standards to support the airport strategic plan.
  3. Works directly with the Federal Aviation Administration (FAA), FBI, Customs & Border Protection, Transportation Security Administration (TSA), airlines, Air Marshalls, and other agencies to ensure safe and efficient airport operations.
  4. Directs airport operations to ensure compliance with Federal aviation regulations, policies, procedures, and delivery of quality customer and operational services.
  5. Maintains FAA Operating Certificate, provides oversight to Wildlife Hazard Management Plan, Notice to Airmen (NOTAMs), Ramp Tower operations, and airport fuel systems and airspace coordination.
  6. Directs development of new or modified operational policies and procedures in response to changing Federal, State, and Local aviation regulations.
  7. Directs actions and resources to resolve emergencies, significant weather events, and other irregular operation.
  8. Represents AUS interests in Aviation, technical factors, governmental or regulatory agencies, Boards and Commissions, City Council Committees, City Council, and other related oversight agencies and AUS stakeholders.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of management and supervisory activities: selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of FAR Part 139 to manage and maintain aircraft operations.
  • Knowledge of airport property; other facilities within the airport; and aircraft types, size, seating capacity, evacuation routes, etc. to manage operations and emergency events.
  • Knowledge of airport operations sufficient to be able to direct, manage, and control field operations.
  • Knowledge of the National Incident Management Systems to work with other agencies and departments during all airport emergencies.
  • Knowledge of safety and security practices to coordinate and provide security.
  • Knowledge of the simultaneous use of several radio frequencies sufficient to be able to provide and receive information from airport, FAA, airline, and other personnel.
  • Knowledge of management principles related to municipal project or program activities.
  • Knowledge of reporting concepts, budgeting, purchasing, and preferred business practices.
  • Skill in effective oral and written communications
  • Skill in handling multiple tasks and prioritizing.
  • Skill in handling conflict and uncertain situations.
  • Skill in data analysis and problem solving.
  • Ability to manage public relations and use media to facilitate information to the public.
  • Ability to communicate positively and effectively with elected officials, AUS leadership; managers; Local, State, and Federal agency representatives; contractors; tenants; media representatives; foreign and domestic dignitaries; passengers; and members of the public from widely diverse cultural and socio-economic backgrounds.
  • Ability to work with frequent interruptions and changes in priorities.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Aviation Management, Engineering, Public or Business Administration, or a field related to the job, plus six (6) years of experience in a field related to the job, including two (2) years of experience which were in a supervisory or management capacity.
  • Any combination of education and/or work experience will substitute for the minimum qualifications.
Licenses and Certifications Required:
 

Valid State of Texas Class “C” Driver License.
