| Purpose: |

Under minimal supervision of the Hearing Officer, this position investigates and evaluates disputed civil violations; determines liability and appropriate enforcement actions; and performs a wide variety of administrative support duties. |
| Duties, Functions and Responsibilities: |
| |
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Performs hearing officer functions, including managing and conducting hearings in person to determine liability of civil violations and making judgments based on evidence submitted.
- Researches and applies appropriate laws regarding contested civil violations submitted in person, electronically, or by mail, and determines liability.
- Performs research to determine ownership of vehicles accumulating multiple civil violations.
- Communicates information and detailed explanations to internal and external customers about the civil enforcement program, hearing dates, and report data.
- Confirms and orders the authorization to boot and/or tow vehicles in violation of City of Austin ordinances.
- Prepares cases for judicial appeal hearings.
- Investigates civil violation sites to determine validity of disputed claims.
- Enters findings and other information into court’s case management system.
- Recommends changes to civil case handling policies and procedures to the Hearing Officer.
- Serves as liaison to City departments and Judges.
- Reviews completed paperwork and system updating and provides feedback as appropriate.
- Prepares daily activity and productivity reports and conducts case audits for quality assurance.
- Coordinates work schedules, trains staff, responds to questions about civil administration operations and civil parking.

- Knowledge of Federal, State and Local laws.

- Knowledge of civil parking enforcement and proceedings.
- Skill in oral and written communication.

- Skill in planning and organizing.
- Ability to handle difficult situations.
- Ability to read, comprehend, and interpret laws and ordinances governing municipal civil violations or other administrative hearings.
- Ability to establish and maintain good working relationships with City employees and the public.

| Minimum Qualifications: |
| |
- Graduation with an Associate's degree from an accredited college or university with major course work in a field related to Business Administration, Social Science, or other related field plus three (3) years of experience in a related field.
- Experience may substitute education up to a maximum of two (2) years.
