Under limited direction, the Small and Minority Business Resources (SMBR) Program Manager is responsible for developing, implementing, and managing the City’s complex programs for the Minority, Women, Disadvantaged, Airport Disadvantaged Concessions Programs (MBE, WBE, DBE, ACDBE) and Third-Party Agreements. This position will be responsible for working with departments in the development, implementation, and evaluation of compliance policies and practices related to procurement and contracting. |
| Duties, Functions and Responsibilities: |

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Evaluates, monitors the quality, responsiveness, service delivery and efficacy of DBE and ACDBE programs to federal agencies and their impact on equity and the inclusion of social and inclusion of disadvantaged business owners.
- Ensures adherence and compliance to the MBE/WBE/DBE/ACDBE programs and Third-Party agreements, that may include City Departments, with local, state or federal agencies that must incorporate standards of these programs in procurements not managed by the City.
- Administers, directs and oversees the activities related to the teams and projects in the implementation of the MBE/WBE/DBE/ACDBE. Programs.
- Responsible for the development of plans and triennial goals that are required for the City to be in compliance with federal regulations and manages the DBE and ACDBE action plan on behalf of the Aviation Department and SMBR Department.
- Coordinates and works in collaboration with the Aviation Department, Economic Development Department, Capital Delivery Services Department, Financial Services Department, department divisions, and other stakeholders involved in and affected by programs to through community engagement and program development, training, and best practices.
- Develops performance indicators and progress benchmarks to ensure accountability towards achieving DBE and ACDBE goals including race-neutral measures to achieve an equitable delivery of City services, programs, initiatives, and internal practices. Identifies disparities in department programs and services and works to remove underlying drivers of inequitable program or policy outcomes.
- Acts as an advisor to executive management, performs research and analysis as it relates to federal programs, and will present and administer the review of federal funds as it is applicable to capital improvement projects.
- Analyzes and reports MBE/WBE/DBE/ACDBE data to identify trends, demographics, recommendations on staffing resources, recruitment challenges, training strategies and other related statistics to assist in identifying efforts to increase equity and inclusion initiatives for CIP and non-CIP projects.
- Creates strategies for MBE/WBE/DBE/ACDBE programs participants are provided equal access to City procurement and contracts opportunities by engaging in outreach and communication to increase the number of certified firms.
- Represents department in matters related to the DBE/ACDBE program matters within City Departments, Airport Advisory Committee, and other local, state and federal governmental regulatory agencies.

| Minimum Qualifications: |
| |
- Graduation with Bachelor's degree from an accredited college or university with major course work in a field related to the job, plus six (6) years of experience in a field related to the job, including two (2) years of experience which were in a lead, supervisory, project, or program management capacity.
- Experience may substitute for one (1) year of the required education up to a maximum of four (4) years.
- Graduation with a Master’s degree from an accredited college or university in a related field may substitute for non-lead or non-supervisory experience up to a maximum of two (2) years.
