Airport Airside Operations Supervisor

Purpose:
 

This position supervises staff who perform work on and near the Airport Operations Areas (AOA) of Austin-Bergstrom International Airport (AUS) to ensure compliance with Federal, State, and Local regulations and the Airport Certification Manual (ACM).

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Ensures AUS is in compliance with 14 CFR Part 139; applicable 150 Series Advisory Circulars (ACs); the ACM; and other relevant Federal, State, and Local regulations by continuously monitoring airfield inspection activities. Audits inspection reports to ensure all required inspections are being completed, findings and appropriate corrective actions documented, and follow-up inspections are performed.
  2. Supports the Airport Duty Manager in managing, coordinating, and resolving AUS emergencies such as alerts, severe weather, irregular operation, security breaches, and other events affecting airport operations in accordance with the Airport Emergency Plan and National Incident Management System (NIMS) methodology; and serves as airport field representative until relieved by supervisory authority.
  3. Contributes to planning meetings for airfield activity; and conducts audits of operational activity and airport facilities on and near the AOA to evaluate team performance in maintaining compliance as it pertains to policy, procedures, and regulatory requirements.
  4. Identifies and anticipates operational and safety concerns by inspecting airport facilities and operating areas and monitoring radio communications; ensures timely reporting of hazards and provides guidance and suggestions for mitigation; and ensures enforcement of airport safety policies and procedures.
  5. Provides recommendations on changes to airport policies and procedures.
  6. Reviews distributed Notices to Air Missions (NOTAMs) for accuracy and compliance with AC 150/5200-28 and Federal Aviation Administration (FAA) Job Order (JO) 7930.2.
  7. Initiates communication with airlines, tenants, and airport personnel to resolve problems pertaining to airside operations and to explain airport policy.
  8. Oversees daily resource management activities and review of Airport Operations Database (AODB) for accuracy and completeness; serves as a liaison between scheduling activities of an Airport Airside Operations Manager and day-to-day utilization of resources by the Airport Operations team.
  9. Supervises the administration of the Ground Support Equipment Registration and Monitoring Program (GSE RAMP) by reviewing the inspection program, ensuring inventory of equipment is maintained, and resolving discrepancies.
  10. Provides supervision of airfield training programs; is responsible for administering and disseminating training materials.
  11. Keeps abreast of all ongoing changes to Federal, State, and Local laws, rules, and regulations related to the position, FAA advisory circulars, Airport Security Program, and Transportation Security Administration (TSA) directives; and maintains proficiency by passing regularly scheduled examinations.
  12. Operates automated and networked information display systems, video cameras, monitors, and radio and communication systems.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, staff scheduling, training, evaluation, counseling, and recommendation for disciplinary actions.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of 14 CFR Part 139 and related regulations to manage and maintain aircraft operations.
  • Knowledge of airport property; other facilities within the airport; and aircraft types, size, seating capacity, evacuation routes, etc. to manage operations and emergency events.
  • Knowledge of airport operations sufficient to be able to direct, manage, and control field operations.
  • Knowledge of NIMS to work with other agencies and departments during all airport emergencies.
  • Knowledge of safety and security practices to coordinate and provide security.
  • Knowledge of the simultaneous use of several radio frequencies sufficient to be able to provide and receive information from airport, FAA, airline, and other personnel.
  • Knowledge of supervisory principles related to municipal project or program activities.
  • Knowledge of reporting concepts, budgeting, purchasing, and preferred business practices.

  • Skill in data analysis and problem solving.
  • Ability to manage public relations and use media to facilitate information to the public.
  • Ability to communicate positively and effectively with elected officials, AUS leadership; managers; Local, State, and Federal agency representatives; contractors; tenants; media representatives; foreign and domestic dignitaries; passengers; and members of the public from widely diverse cultural and socio-economic backgrounds.
  • Ability to work with frequent interruptions and changes in priorities.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university in Aviation Management, Airway Science, Public Administration, Business Administration, or a related field, plus three (3) years of airport operations work experience, including one (1) year of experience in a leadership or supervisory capacity.
  • One (1) year of directly related professional experience may substitute for one (1) year of the required education up to four (4) years.
Licenses and Certifications Required:
 
  • Valid Texas Class "C" Driver License.
  • Must be able to pass a criminal background check and obtain and maintain Federally-mandated security clearances required to work at an airport.
