Airport Airside Operations Manager

Under nominal direction or working independently, this position plans, organizes, directs, and manages programs and staff who perform work on and near the Airport Operations Areas (AOA) of Austin-Bergstrom International Airport (AUS) to ensure compliance with Federal, State, and Local regulations and the Airport Certification Manual (ACM).

1. Oversees compliance with 14 CFR Part 139; applicable 150 Series Advisory Circulars (ACs); the ACM; and other relevant Federal, State and Local Regulations by leading and providing guidance to airside personnel and coordinating with other divisions.
2. Oversees development and adherence to the Airport Emergency Plan and Federal Aviation Administration (FAA) standards; supports the overall response to airport emergencies and irregular operations; participates in the Incident Command System (ICS) by serving in a leadership role in the Department Operations Center (DOC), and when necessary, in the field.
3. Directs, plans, and coordinates airside operations activities and determines short- and long-range goals and objectives.
4. Develops plans for operational enhancements.
5. Implements programs and assists senior management with developing strategic initiatives to accomplish airport goals and enhance operations.
6. Liaises and coordinates with an array of City departments, consultants, contractors, business managers, governmental agencies, airline representatives, and airport tenants on operational and safety matters.
7. Participates in planning for changes in aircraft and passenger volume and facility expansions.
8. Assists in preparing, justifying, and administering the operational division's budget and recommending purchases and expenditures; monitors budget performance against projected performance to ensure that budget objectives are met; and initiates or recommends corrective action on budget variances.
9. Coordinates all necessary airfield activities, including making recommendations on construction, alterations, and maintenance activities on airport facilities.
10. Ensures personnel issuing Notices to Air Missions (NOTAMs) are trained in compliance with 14 CFR Part 139; authorizes personnel to issue NOTAMs; and responds to the FAA regarding adherence to standards.
11. Provides leadership and guidance to division personnel, and operational coordination with other divisions for timely and effective work, serving as a point of contact for FAA personnel on operational issues.
12. Oversees airfield training programs, developing the curriculum and ensuring training materials meet FAA requirements and departmental and divisional goals.
13. Keeps abreast of all ongoing changes to Federal, State, and Local laws, rules, and regulations related to the position, FAA ACs, Airport Security Program, and Transportation Security Administration (TSA) directives; and maintains proven proficiency, etc.

Responsible for the full range of supervisory activities, including selection, training, evaluation, counseling, and recommendation for dismissal.

• Knowledge of 14 CFR Part 139 and related regulations to manage and maintain aircraft operations.
• Knowledge of airport property; other facilities within the airport; and aircraft types, size, seating capacity, evacuation routes, etc. to manage operations and emergency events.
• Knowledge of airport operations sufficient to be able to direct, manage, and control field operations.
• Knowledge of NIMS to work with other agencies and departments during all airport emergencies.
• Knowledge of safety and security practices to coordinate and provide security.
• Knowledge of the simultaneous use of several radio frequencies sufficient to be able to provide and receive information from airport, FAA, airline, and other personnel.
• Knowledge of principles and practices of management necessary to plan, organize, implement, analyze, and evaluate the activities of an international airport.
• Knowledge of principles of personnel administration and management development including selection, training, and supervision of management staff.
• Knowledge of methods and techniques involved in conducting analytical studies of administrative and management practices, methods, and procedures.
• Knowledge of legislative processes of the County, State, and Federal governments.
• Knowledge of Federal, State, and Local laws, codes, and regulations, including those governing airport operations, air transportation, airport security and safety, and air carrier operations, including the Federal Aviation Administration and Transportation Security Administration.
• Knowledge of principles and practices of airport and land use planning, construction, and government planning in urban and metropolitan areas.
• Knowledge of procedures and processes of public sector budget preparation and maintenance.
• Knowledge of principles of airport operations commonly used at both air carrier and general aviation airports.
• Knowledge of fiscal planning and budget preparation.
• Knowledge of City practices, policies, and procedures.

• Graduation with a Bachelor's degree from an accredited college or university in Aviation Management, Airway Science, Transportation, Public Administration, Business Administration, Planning, or a related field, plus six (6) years of experience in Airport Management at a commercial service airport involving airport operations, safety, and security, including two (2) years of experience in a leadership or supervisory capacity.
• Experience may substitute for one (1) year of the required education up to a maximum of four (4) years.

• Valid Texas Class "C" Driver License.
• Must be able to pass a criminal background check and obtain and maintain Federally-mandated security clearances required to work at an airport.
