Purpose: |

Under nominal direction, this position is responsible for overseeing management and operations of Austin-Bergstrom International Airport’s (AUS) financial services. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Plans, organizes, directs, and controls activities of AUS financial services functions.
- Advises AUS Finance executive leadership in leading and managing programs, functions, and initiatives to ensure effectiveness and efficiency.
- Directs financial operation to account for and safe-guard cash and other assets for a large-hub airport.
- Directs the development of the budget and capital budget, and long-range and five-year business plans for the airport and provides guidance and recommendations to executive leadership.
- Directs modification of AUS performance measures, goals, and objectives with relevant financial and business information.
- Directs the development of AUS’ mid- and long-range financial forecast, ensuring revenue, expenditure, and debt service projections meet applicable financial policies, guidelines and benchmarks.
- Directs the development of aeronautical and non-aeronautical rates and charges, ensuring compliance with applicable Federal Aviation Administration (FAA), Federal, and contractual regulations and requirements.
- Directs requirements of a regulatory environment including rate proceedings, rate filing documentation, expert testimony development and delivery, litigation support, and settlement negotiations.
- Directs the airport’s debt program including revenue bond planning and issuance, development and update of Bond Official Statements, rating agency presentation development, management of commercial paper programs, reconciliations of debt service schedules, and analysis of bond refinancing or defeasance opportunities.
- Reviews and directs financial transactions in accordance with Generally Accepted Accounting Principles (GAAP), AUS and City policies, FAA regulations, applicable laws and regulations, and sound business practices.
- Directs the development of financial policies and operating procedures; provides leadership and training to AUS financial staff and management.
- Directs the airport’s coordination of the annual audits, special audits, regulatory required reports, and preparation of the airport’s Annual Comprehensive Financial Report (ACFR).

- Knowledge of the processes and theories used for public budgetary and financial administration.
- Knowledge of laws and regulations pertaining to financial and budgetary matters.
- Knowledge of financial reporting and internal control systems.
- Knowledge of Generally Accepted Accounting Principles (GAAP), practices, and concepts.
- Skill in employing financial and budgetary management methods to achieve effective utilization of monies.
- Skill in communicating effectively both orally and in writing.
- Skill in analyzing and interpreting complex financial data and proposing viable solutions.
- Ability to establish and maintain effective working relationships with the City Manager and staff, Mayor and City Council, other Department Heads, media, City employees, and the general public.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Finance, Accounting, or Economics, plus six (6) years of experience in financial positions at airports, airlines, or comparable organizations, including two (2) years of management experience. Additionally, experience must include one (1) year of accounting. Up to twelve (12) hours of accounting coursework may substitute for accounting experience
- Graduation with a Master's degree from an accredited college or university in Finance, Accounting, or Business related field or a CPA certification may substitute for two (2) years of experience requirement
