Purpose:
 

Under general direction, this position is responsible for planning, directing, managing, and overseeing the funding for artists, arts organizations, and public art programs; cultural facilities and tourism; the City’s music-related programs and services; entertainment; and the activities associated with hosting major events and/or large public activities requiring a multi-jurisdictional presence.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Directs, leads, and supports overall management, operation, development, and delivery of cultural programs, music, large public activities, and public art initiatives.
  2. Oversees short- and long-term strategies related to Arts, Music, Culture, and Entertainment within the City of Austin.
  3. Provides leadership and guidance to a coalition of internal and external cross-functional teams to ensure events’ success.
  4. Works to enhance the vitality of the City and the quality of life through creating an environment of creativity and expression, enriching lives through diverse performances, inclusive community events, and captivating public art.
  5. Promotes cooperation and collaboration among the cultural arts community on issues affecting the arts community; enhances and celebrates the City's diversity through strong arts and culture programs; and responds to and participates in community arts and culture events.
  6. Fosters and develops a culture of positive customer service in working relationships with key staff, division and departmental employees, other governmental organizations, and with external services, such as consultants, citizens, legal counsel, boards, and commissions, and City Council.
  7. Provides executive support to City Boards and Commissions.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities, including selection, training, evaluation, counseling and recommendation for dismissal.

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Federal, State, and Local laws.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of City Council mandates and municipal needs.
  • Skill in fiscal planning, analysis and allocation.
  • Skill in supervisory and managerial techniques and principles.
  • Skill in oral and written communication.
  • Skill in data analysis, problem solving and resolving irregular occurrences.
  • Skill in planning, organizing, and prioritizing multiple tasks.
  • Skill in managing conflict and uncertain situations.
  • Ability to manage and/or develop grant funding opportunities.
  • Ability to give public presentations.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish partnerships and maintain good working relationships with City employees, stakeholders, constituents and the public.
  • Ability to work with diverse populations, groups, and staff.
  • Ability to use critical thinking and apply cultural sensitivity to interactions with the general public.
  • Ability to develop strategic direction and program implementation collaboratively with various stakeholder/community groups.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a related field, plus six (6) years of experience in a related field, including at least three (3) years of experience in a management capacity.
  • Graduation with a Master’s degree from an accredited college or university may substitute for non-management experience up to a maximum of two (2) years.
