Deputy Director, Office Budget & Organizational Excellence

Purpose:
 

Under general direction of the Director, this position assists the Director in planning, directing, managing, and overseeing the activities and operations of the Office of Budget & Organizational Excellence.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Plans, implements, and evaluates programs and activities to improve operations or meet corporate requirements or strategic direction.
  2. Develops and enforces processes to support the advancement of the City’s strategic planning efforts through alignment with annual budget processes.
  3. Publishes documents of the City Manager's annual financial plan that accurately reflect the budget adopted by City Council, including the five-year financial forecast as well as the proposed and approved budget. Ensures that the budget document includes all changes made by City Council during budget adoption, reflects all errata changes, and includes any other changes made to the budget.
  4. Submits reports and develops budget revisions recommendations by preparing comparative analyses of the costs of operating programs in relation to services performed during previous fiscal years.
  5. Confirms financial status by reviewing operating budgets periodically to analyze trends affecting budget needs.
  6. Directs the preparation of regular and special budget reports to interpret budget directives and to establish policies for carrying out directives.
  7. Complies with Federal, State, and Local legal requirements by studying existing and new requirements, enforcing adherence to requirements, filing financial reports, and advising City Management on needed actions.
  8. Completes operational requirements by directing and coordinating activities of personnel responsible for formulation and presentation of budgets for controlling funds to implement program objectives.
  9. Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Federal, State, and City rules and regulations governing unit functions
  • Knowledge of supervisory and managerial techniques and principles
  • Skill in principles and methods of budget preparation, maintenance, and controls.
  • Skill in financial reporting, management and financial forecasting methods.
  • Skill in planning, guiding and overseeing the work of others.
  • Skill in preparing comprehensive reports and recommendations.
  • Skill in communicating effectively both verbally and in writing.
  • Skill In collecting, analyzing and interpreting applicable research data
  • Skill in establishing and maintaining effective working relationships with City of Austin administrators, employees and the public.
  • Skill in handling conflict and uncertain situations
  • Ability to work with and coordinate between multiple agency and governmental structures to meet inter-local agreement goals and objectives.
Minimum Qualifications:
 
  • Graduation with a Bachelor's degree from an accredited college or university with major coursework in Public or Business Administration, Finance, or a related field, with concentration in finance, accounting, or economics, plus five (5) years of experience in budget analysis, management research in a large complex municipal or other governmental organization two (2) years or which were in a supervisory/management capacity.
  • A Master's Degree in Business or Public Administration with finance, accounting, or economic concentration may substitute for two (2) years of the required experience.
