Under direction of the City of Austin (COA) Assistant City Manager over Public Safety, this position will lead the implementation and management of the Strategic Partnerships for Advancing Resilient Communities (SPARC) Program to improve downtown safety and quality of life (QOL), and manage collaboration between City departments and community stakeholders. |
| Duties, Functions and Responsibilities: |

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Develops SPARC Response Team with a diverse cross-section of private, public, and nonprofit sectors, committed to the COA’s downtown safety and QOL.
- Coordinates the activities of the SPARC Response Team, ensuring effective collaboration between City departments and community stakeholders.
- Ensures program advocacy for integration with the Place Network Investigation (PNI) strategy, whose goal is to identify, investigate, and target problematic micro-locations to dismantle crime networks and disrupt the offenders operating in those locations.
- Oversees the collection and analysis of Citywide data to identify crime place networks, develop targeted interventions, and build community resilience and vitality.
- Develops passive and active strategies for downtown safety, QOL initiatives, and SPARC downtown emergency response plans.
- Tracks and reports on program performance, using data to drive continuous improvement.
- Develops and delivers training programs for SPARC Response Team members and other stakeholders.
- Manages the program budget and ensures resources are used effectively.
- Serves as a liaison between the City Manager's Office, City departments, and other internal and external stakeholders.
- Fosters strong relationships with community members and businesses to build trust and support for the SPARC program.

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of crime prevention theories and practices, particularly place-based strategies such as PNI.
- Knowledge of City of Austin, Travis County, Local, State, and Federal laws pertaining to public healthcare administration.

| Minimum Qualifications: |
| |
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Political Science, Public Administration, Urban Planning, or related field, plus six (6) years of progressively responsible management experience in a related field.
- Experience with crime prevention strategies, City management, or community development.
- A Master’s degree in a related field may substitute for up to two (2) years of the required experience.
