Division Manager, Construction Inspection

Purpose:
 

Under general direction and working independently, this position organizes, develops, and manages the core programs/activities in Construction Inspection.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Oversees and manages the construction inspection of water, wastewater, street and drainage improvements in the City of Austin's right-of-way.
  2. Manages the inspection of Capital Improvement Program (CIP) projects, Sites and Subdivisions inspected from field offices.
  3. Directs the programs/projects/activities of the Division.
  4. Develops, manages, and monitors the Division budget.
  5. Manages the workload and job assignments of Division employees.
  6. Develops and monitors performance criteria for employees and services.
  7. Performs supervisory duties i.e., hiring, promoting, disciplinary actions, performance evaluations, etc.
  8. Performs other duties as assigned.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Hires employees.
Recommends termination when necessary.
Performs disciplinary actions when required.
Administers Success Strategy Performance reviews (SSPR's).
Conducts employee evaluations.
Establishes expectations and counsels employees on their performance.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of supervisory and managerial techniques and principles.  
  • Knowledge of applicable processes, techniques, and methods.
  • Knowledge of Federal, State, Local laws, and ordinances governing.
  • Knowledge of city practice, policy, and procedures.
  • Knowledge of fiscal planning and budget preparation. 
  • Knowledge of the principals and practices of public administration. 
  • Skill in directing the activities of a large and complex organization. 
  • Skill in analyzing problems related to service delivery. 
  • Skill in handling conflict and uncertain situations.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Skill in conducting presentations on behalf of a public entity. 
  • Skill in projecting needs for equipment and personnel and formulating operating budgets. 
  • Ability to establish and maintain effective communication and working relationships with city employees and the public.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to train others. 
Minimum Qualifications:
 
  • Bachelor's Degree in engineering, architecture, or related field, plus eight (8) years of relevant experience, two (2) of which were in a lead capacity.
Licenses and Certifications Required:
 
  • Valid Texas Class "C" Driver's License.
  • Professional Engineer License or Texas Registered Architect
