Pretreatment Compliance Program Manager

Purpose:
 

Under general direction, this position plans and directs pretreatment, surcharge, pollution prevention, and enforcement program strategies to ensure compliance with Federal, State, and Local regulations in accordance with authority delegated by EPA/TCEQ. Develops and implements program policies, procedures, and systems to maintain and enhance the organization's adherence and responsiveness to pretreatment, surcharge, pollution prevention, and enforcement issues.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Negotiates regulatory compliance issues with State and Federal environmental agencies.
  2. Manages and reviews programs and projects.
  3. Administers programs.
  4. Markets programs.
  5. Develops, monitors, and evaluates program and resource budgets.
  6. Develops training for internal and external customers.
  7. Develops and maintains program policies and standard operating procedures.
  8. Develops, reviews, interprets, and rewrites ordinances, codes, and regulations.
  9. Performs public relations functions.
  10. Participates in short- and long-range planning activities.
  11. Develops and manages quality control initiatives.
  12. Develops and conducts audits.
  13. Assists with evaluating bid proposals.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Federal, State, and Local laws, ordinances, policies, and procedures covering pretreatment, hauled waste, environmental and safety regulations and standards.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of applicable processes, techniques, and methods.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in handling conflict and uncertain situations.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to establish and maintain effective communication and working relationships with city employees and the public.

Minimum Qualifications:
 

Bachelor's degree from an accredited college or university with major coursework in Natural, Environmental, or Physical Science, or related field, plus five (5) years relevant experience related to program management including three (3) years of which were in a supervisory or management capacity.
Licenses and Certifications Required:
 

Current Texas Class "C" Driver's License
