| Purpose: |

Under general direction, this position supervises and coordinates the daily activities of personnel in support of the Latent Print Section. |
| Duties, Functions and Responsibilities: |
| |
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Analyzes and compares latent print evidence.
- Writes detailed reports of analysis.
- Assists in the development and implementation of forensic methods and programs.
- Oversees the interpretation, evaluation, review, and quality of analytical results, laboratory reports, and work records.
- Oversees and assists in departmental proficiency tests and quality assurance duties.
- Establishes, reviews, and interprets standard operating practice, policy, and procedure.
- Assists in reviewing and maintaining the laws regulating chain of custody and latent print investigation.
- Provides input, planning, and monitoring regarding laboratory's budget, including needs, long-range goals, plans, and resources.
- Acts as department's liaison.
- Oversees the training of latent print examiners.
- Establishes, writes, and provides training programs and policies.
- Participates in continuing education.

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of City practice, policy, procedure, statutes, and ordinances.
- Knowledge of supervisory and managerial techniques and principles.
- Knowledge of the principles of forensic latent print analysis and automated fingerprint identification systems.
- Knowledge of appropriate laboratory equipment, scientific instrumentation, and physical examinations as applied to the laws governing criminal investigations.
- Skill in establishing and improving practice, policy, procedure, safety, and training manuals for the section.
- Skill in oral and written communications.
- Skill in handling multiple tasks and prioritizing.
- Skill in using computers and related software applications.
- Skill in data analysis and problem solving.
- Ability to obtain, interpret, and present results of examination and analysis.
- Ability to plan, organize, develop, perform, and supervise original research in the development of new and improved methods of analysis and laboratory procedures.

- Ability to quickly recognize and analyze irregular events.
- Ability to establish and maintain effective communication and working relationships with City employees and the public.

| Minimum Qualifications: |
| |
- Graduation with a Bachelor’s degree from an accredited college or university in a field related to the job, plus four (4) years of work experience performing relevant forensic casework at an accredited forensic laboratory.
- Graduation with a Master’s degree from an accredited college or university in a related field may substitute for one (1) year of experience.
- Graduation with an academic doctorate degree in a related field may substitute for experience up to two (2) years.

| Licenses and Certifications Required: |

- Texas Forensic Science Commission Forensic Analyst License (per 37 Tex. Admin. code Chapter 651 to add Subchapter C and subchapter D, (4) must be obtained within twelve (12) months of hire.
- Must be able to obtain International Association for Identification Latent Print Certification within twelve (12) months from the date of hire.
- Valid Texas Class C Driver License.
