Construction & Development Manager

Purpose:
 

Development, project management, and oversight of single family, multi-family, mixed use and infrastructure projects to provide affordable housing.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops and oversees construction related activities resulting in affordable housing and other community development including scope of work write-ups, cost estimates, contract bid documents and site inspections.
  2. Develops standard operating procedures for activities related to affordable housing construction and rehabilitation.
  3. Develops and regularly updates pro-formas and feasibility studies of proposed construction projects directing and overseeing the preparation and approval of presentations.
  4. Works with design and construction consultants to develop project designs.
  5. Establishes and maintains budget accountability for all assigned construction projects.
  6. Provides technical and procedural expertise and assistance to department housing construction staff and other relevant staff for housing and mixed use construction projects.
  7. Tracks the status of all ongoing projects in various stages of planning, approval, construction, and close-out.
  8. Provides technical assistance for, and monitors housing construction and architectural modifications to ensure compliance with Housing Quality Standards (HQS), Local, State, and Federal statutes.
  9. Attends City council, housing committees, planning and zoning committees and other community meetings, on matters related to specific affordable housing developments or affordable housing and community development generally.

  • Knowledge of affordable housing development process, including funding programs such as using low income housing tax credits, federal housing programs such as HOME, CDBG, and other affordable housing financing programs.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of applicable processes, techniques, and methods.
  • Knowledge of Federal, State, Local laws, and ordinances governing publicly funded housing developments.
  • Knowledge of City practices, policy, and procedures.
  • Skill in bid based procurement.
  • Skill in handling conflict and uncertain situations.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to meet public funding imposed timelines.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to train others.
  • Ability to establish and maintain effective communication and working relationships with City employees and the public.
  • Ability to understand, develop, and proactively manage budgets.

 

Minimum Qualifications:
 
  • Bachelor's degree in engineering, architecture, construction management or a related field plus five (5) years of related work experience including two (2) years as a construction project manager
    OR
  • Nine (9) years of work experience in construction, architecture or related area including two (2) years as a construction project manager and (2) years supervisory experience.
Licenses and Certifications Required:
 

A valid Texas Driver License or must be able to obtain within sixty (60) days of employment.
