Purpose: |

As a member of the Department Executive Team, this position manages and coordinates activities assigned to the Administrative Bureau and provides highly responsible and complex administrative support to the Chief of Police. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Plans, develops, recommends, resolves, and implements executive level policies and procedures.
- Analyzes business needs and addresses the most difficult and sensitive citizen issues that rise to the executive level.
- Directs, oversees, and participates in the development of the department's business plan.
- Directs the activities of the department’s Financial Management Division, Human Resources Division, and other civilian divisions that may be assigned.
- Attends and participates in meetings of the Austin City Council and various other boards and commissions.

- Knowledge of organizational and business management principles and practices as applied to the analysis and evaluation of programs, policies and operational needs.
- Knowledge of complex principles and practices related to municipal government policies and procedures.
- Knowledge of Federal, State, and Local laws, codes and regulations as related to assigned job functions.
- Knowledge of principles and practices related to personnel administration, labor laws and regulations.
- Knowledge of principles and practices related to fiscal planning, budget preparation, financial monitoring, and administration.
- Knowledge of law enforcement administration, operations, practices and procedures.
- Skill in analyzing and interpreting data, research, problems and identification and implementation of effective solutions.
- Skill in selecting, supervising, training, and evaluating staff.
- Skill in administration of financial activities, human resource activities as well as other identified responsibilities.
- Skill in forecasting, identification and resolution of complex strategic development design and implementation.
- Skill in gaining cooperation through discussion and persuasion and communicating effectively both orally and in writing.
- Skill in interpretation and application of Federal, State and local policies, procedures, laws and regulations.
- Skill in establishing and maintaining effective working relationships with City officials, representatives of business and governments, employees and the general public.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business Administration or related field, plus four (4) years of related experience, two (2) years of which were in a managerial capacity.
