| Purpose: |

Under general direction of the Division Manager, this position works independently, and is responsible for performing supervisory and administrative work to develop, organize, and manage core programs, projects, and activities related to construction and inspection. |
| Duties, Functions and Responsibilities: |
| |
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Ensures compliance with the Land Development Code or Standard Specifications. Resolve customer issues with development projects.
- Manages quality control activities including the coordination of projects and processes with other divisions, departments, and outside contractors.
- Prepares and presents training program on technical codes, local amendments, Standard Specifications and other construction issues to inspectors, City staff and stakeholders.
- Participates in the development and implementation of goals, objectives, policies, and procedures; and assist or lead projects and programs.
- Coordinates with other departments and divisions during emergency situations.
- Assists the Division Manager and act for the Division Manager in his absence.

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of modern principles, practices, and methods of construction and inspection.
- Knowledge of complex plans and review processes for compliance with the technical codes, zoning codes or standard specifications.
- Knowledge of supervisory and management techniques.
- Knowledge of Federal, State and Local laws that pertain to construction practices.
- Knowledge of fiscal planning and budget preparation.
- Knowledge of City practice, policy and procedures.
- Skill in handling multiple tasks and prioritizing.
- Skill in planning, organizing, data analysis and problem solving.
- Ability to work with frequent interruptions and changes in priorities.
- Ability to facilitate and deliver training.
- Ability to utilize a computer.
- Ability to communicate clearly and effectively both verbally and in writing.
- Ability to establish and maintain good relationships with other City employees and the public.

| Minimum Qualifications: |
| |
- Graduation with a Bachelor’s degree from an accredited college or university with major course work in Planning, Architecture, Engineering, Construction Sciences or related field. plus five (5) years of relevant related experience, two (2) of which were in a lead or supervisory capacity.
- Experience may substitute for education up to the maximum of four (4) years.

| Licenses and Certifications Required: |

- Certifications/training required by Department Career Development Plan.
- Valid Texas Class C Driver License.
- Have or obtain required International Code Council certifications, if required.
