Purpose: |
|
Under limited supervision, this position leads and coordinates various moderately complex engineering and technical tasks in support of the Airport Supervisory Control and Data Acquisition (SCADA) and Baggage Handling System (BHS) projects and assignments. This position exercises judgment within defined methods, procedures, and practices. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Trains and leads staff at various skill levels who support 24/7 real-time control systems and ESS integrity and ensures the highest operational reliability and system availability.
- Leads daily evaluations and tunes real-time control systems operations to optimize Airport BHS performance; communicates with dispatchers, engineers, and field crews; and troubleshoots, analyzes, and resolves problems as required.
- Analyzes real-time control system user requests; develops and implements requested enhancements or modifications in a timely manner; communicates activity status to customers and management.
- Monitors compliance and evaluates policies and procedures to guide staff actions and transactions. Implements changes to improve processes and policies.
- Provides input and assists with operations and maintenance and technical budgets associated with improvements and enhancements to SCADA and other control systems.
- Works with Capital Improvement Program (CIP) project managers to ensure SCADA systems are updated and tested to support project schedule; ensures that all telemetry and controls are available and accurate.
- Monitors the implementation of the Advanced Network applications to ensure efficient and reliable remote systems administration and troubleshooting, provides for emergency backup system, and plans to exercise it on a regular basis.
- Provides technical consultation on complex system issues, making recommendations and suggestions to management and users and interacting closely with third-party technology vendors to keep up with the changing technology environment.
- Supports efforts to keep up with the airport industry to comply with Federal, State, and Local regulations and Automation (ISA) standards and regulatory requirements.

Knowledge, Skills, and Abilities: |

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of PLC ladder logic programming.
- Knowledge of Siemens, GE Fanuc, or Allen Bradley integrated architecture.
- Skill in using computers and related software.
- Skill in handling multiple tasks and prioritizing.
- Ability to work with Unix (TRU64 Unix preferred) and Windows-based systems.
- Ability to lead teams and serve as project manager.
- Ability to understand database design and application development.
- Ability to perform systems testing of specification requirements.
- Ability to understand and use standard application development design, report, and project management tools.
- Ability to effectively participate in multiple projects or project capacities.
- Ability to perform objective analyses and re-engineering of business processes to maximize quality service and cost-effectiveness.
- Ability to work after-hours on-call support to meet the response requirements for restoring mission critical systems.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Electrical Engineering, Computer Science, Information Systems, or Mathematics, plus four (4) years of experience in a field related to SCADA or Baggage Handling Process Control.
- Experience may substitute for education up to four (4) years.

- Valid State of Texas Class “C” Driver License.
