Austin Resource Recovery Supervisor

Purpose:
 
Under general supervision, this position supervises Austin Resource Recovery (ARR) operational personnel employees engaged in operational support activities or in the pickup, removal, and disposal of recovered resources such trash, recyclables, brush, yard trimmings, bulk, dead animals, street cleaning activities, litter collection and household composting items.  
 
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Ensures staff compliance with policies and procedures, documents subordinate employee performance, coordinates with Human Resources to establish expectations, counsels employees on their performance, and completes disciplinary action paperwork or performance improvement paperwork, as necessary.
  2. Administers Success Strategy Performance Reviews (SSPRs) employee evaluations and trains or arranges for training of employees, as applicable, utilizing available methods of reward and recognition.
  3. Plans, develops, organizes, evaluates, manages, and monitors the section's budget, programs, projects, and activities.
  4. Orders supplies, maintains inventory, makes purchases, monitors contracts, and recommends and justifies capital expenditure.
  5. Interacts with other divisions, departments, and the public; investigates and responds to complaints from employees and the public; and resolves conflicts.
  6. Monitors attendance, approves timesheets, and requests for time off.
  7. Writes memos and prepares reports as needed.
  8. Develops, coordinates, assigns, and monitors schedules and activities between work groups in field.
  9. Ensures vehicles, equipment, and material are maintained and repaired in a timely manner.
  10. Develops and maintains knowledge and skill in the waste services areas being supervised.
  11. Assists Crew Leaders and other employees in performing their jobs when necessary.
  12. Is responsible for other duties as assigned.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities, including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of or ability to learn and interpret City Personnel Policies.
  • Knowledge of or ability to learn ARR processes, policies, and procedures.
  • Knowledge of equipment and vehicles used in waste services.
  • Skill in directing and assigning work to others.
  • Skill in reading to understand and apply applicable policies, procedures, and processes.
  • Skill in reading and writing English necessary to the level of tasks performed.
  • Skill in leadership.
  • Skill in computer applications used within the ARR Department.
  • Skill in written and oral communication, as necessary for providing instruction, feedback, coaching, and counseling.
  • Ability to understand and follow oral and written instructions in English, including manuals and instruction panels.
  • Ability to complete Supervisor Training Academy.
  • Ability to communicate, interpret, and enforce safety procedures.
Minimum Qualifications:
 
  • Operational (CDL required) Positions:
    • Graduation from an accredited high school or equivalent plus five (5) years of driving experience with a Commercial Driver's License (CDL) at least two (2) years of which were in a leadership or supervisory capacity providing work assignments, evaluation, counseling and/or guidance to others, selection for hire, and/or recommendation for dismissal.
    • NOTE: Up to an additional two (2) years of other (non CDL driving) leadership or supervisory experience may be added if less than two (2) of the required five (5) years of CDL driving were non-supervisory.
  • Operational Support (Non-CDL required) Positions:
    • Graduation from an accredited high school or equivalent plus five (5) years of experience in warehouse management, waste management, inventory management, logistics or in another industry related to the position at least two (2) years of which were in a leadership or supervisory capacity providing work assignments, evaluation, counseling and/or guidance to others, selection for hire, and/or recommendation for dismissal.
Licenses and Certifications Required:
 
  • Current Class B Commercial Driver License (CDL).
  • Must obtain a Class A Commercial Driver’s License (CDL) and or required endorsements within 120 days of employment as required by position.
  • To be considered for employment in this position applicants must comply with Department of Transportation Federal Regulations and the City of Austin Drug Policy.
