Purpose: |

Under general direction, this position reports directly to the City Clerk or Deputy City Clerk, and is responsible for overseeing and managing multiple support and administrative services of the Office of the City Clerk. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Plans, directs, and organizes the functions and daily operations of the office. The services assigned to this workgroup provides a strategic focus to the overall business operations.
- Works to influence and serves as an advisor by communicating the business strategy to Executive leadership, City Officials, or policymakers, both internal and external to the department. Confers with the stakeholders to execute comprehensive program development which impacts the departmental policy initiatives.
- Provides staff support to the City Council, including attending Council meetings and preparing minutes as required.
- Provides services to voters, petitioners, City departments, and political candidates.
- Ensures all activities are carried out in compliance with departmental policy and Local, State, and Federal regulations and laws governing activities.
- Oversees and manages the staff responsible for and works to improve processes for one (1) or more of the following: citizen recognition, petition validation, and the Council-approved records programs.
- Participates in the preparation of budgets and forecast requirements and reports, including preparation of financial reports and performance measures reports.
- May act as City Clerk and/or Deputy City Clerk in their absence.
- Participates in research to gather facts and information for City Council decisions; prepares narratives and reports as required.
- Assists with providing solutions to complex problems and works to resolve difficult issues between involved parties including Council, City Executives, media, and the general public.
- Works to align the programmatic services and activities of internal systems, which are associated with the desired outcomes for the department.

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of modern management principles and practices applicable to government functions, programs and processes.
- Knowledge of Federal, State, and City rules and regulations governing unit functions.
- Knowledge of Federal, State, and Local laws and City ordinances.
- Knowledge of supervisory and managerial techniques and principles.
- Knowledge of budgeting methods.
- Skill in planning and organization.
- Skill in developing and implementing plans to achieve goals and objectives.
- Skill in establishing and maintaining effective working relationships with City Council, City Managers, and Department Directors.
- Ability to train, develop, and provide leadership to assigned work groups.
- Ability to manage conflict, resolve issues, and overcome challenges to achieve the Office’s strategic and operational goals and objectives.
- Ability to communicate effectively both verbally and in writing.

Minimum Qualifications: |
|
- Graduation with a Bachelor's degree from an accredited four-year college or university with major course work in a field related to Business, Public Administration or other related field plus four (4) years of related professional experience, of which two (2) years must be supervisory.
- Masters degree in Business, Public Administration or other related field may substitute for two (2) years of the required managerial experience.

Licenses and Certifications Required: |
|
Possess or in pursuit of National and/or State Certified Municipal Clerk designation.
