Payroll Associate I

Purpose:
 

Under general supervision, this position provides support to the payroll office in a variety of areas including, but not limited to, answering employee payroll-related questions, time and attendance, payroll deductions, tax withholding, direct deposit, record retention and employment verification.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Performs front desk duties for the payroll office, including greeting walk-in customers, answering phone calls, answering payroll account emails, and distributing payroll mail and faxes.
  2. Enters employee information into the payroll system for withholding, payroll deductions, address changes and direct deposit.
  3. Maintains security and confidentiality by following internal control policies and procedures.
  4. Secures confidential information and maintains historical records and files.
  5. Serves as back-up to Payroll Associates.
  6. Researches and analyzes information as requested or needed; responds to requests for information reprints.
  7. Generates payroll reports and summaries as needed.
  8. Assists in the preparation of payroll-related financial reports for management.
  9. Addresses and resolves payroll discrepancies and employee payroll inquiries.
  10. Collaborates with HR and Finance departments to ensure payroll inquiries are resolved.
  11. Responds to PIRS by designated deadlines given.
  12. Processes TWC employee verification requests by designated deadlines given.
  13. Provides assistance on special projects.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of good customer relations practices.
  • Knowledge of basic office and/or clerical procedures and equipment.
  • Knowledge of business English and business correspondence sufficient to compose and prepare letters, reports, etc.
  • Knowledge of data entry and retrieval methods.
  • Knowledge of data base procedures, capabilities, and limitations.
  • Skill in operating a computer and using standard business software.
  • Skill in understanding and following verbal and written instructions.
  • Ability to establish work priorities to ensure completion of job tasks within a specified time frame.
  • Ability to establish and maintain good working relationships with other City employees and the public.
  • Strong attention to detail and accuracy.
  • Good organizational and time-management skills.
  • Effective communication skills and the ability to handle confidential information.
Minimum Qualifications:
 
  • Graduation from an accredited high school or equivalent plus two (2) years of related experience in payroll operations.
  • Any combination of related experience and/or education may be substituted.
