Quality Assurance Analyst-OCA

Purpose:
 

This position is responsible for providing support to the management team and project support to all staff; provides consulting services to process leaders and team leaders; analyzes and presents alternatives, makes recommendations, and provides assistance for resolving business and technical issues by confronting process leaders and team leaders in the areas of planning, performance measurement, change management, and periodic assessment review.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Leads multiple process improvement teams.
  2. Develops project work plans, project management, and periodic assessment.
  3. Facilitates the development of stakeholder analysis and communication plans for process improvement teams.
  4. Identifies, collects, and researches to complete data analysis.
  5. Makes recommendations to project teams and recommends organizational change utilizing appropriate talent.
  6. Advises process leaders and team leaders in defining/identifying key measurers and setting performance targets.
  7. Develops and improves models and methodologies for the department.
  8. Reviews and critiques the work of functional team staff.
  9. Communicates project and program information to all levels of the organization.
  10. Manages, reviews, and administers quality assurance programs.
  11. Develops and conducts training.
  12. Develops and manages quality control initiatives.
  13. Manages and administers contracts.
  14. Performs systematic analysis for identifying and diagnosing faults and determining root causes.
  15. Manages inventory and record keeping.
  16. Works with customers and purchasing to recommend and obtain quotes, and deploy new solutions.
  17. Recommends performance improvements.
  18. Provides advanced and escalated technical support.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of business strategies, objectives, planning, development, and management processes and process improvement.
  • Knowledge of performance measures.
  • Knowledge of applicable City of Austin, State, and Federal statutes, ordinances, and codes.
  • Knowledge of research methodologies, cost/benefit, analysis, statistics, and financial models.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of contract language, terms, and conditions.
  • Skill in communication in a variety of formats including print communication, electronic format, presentations, and telephonically.
  • Skill in providing internal consulting services.
  • Skill in project management methods.
  • Skill in negotiation of projects and program initiatives.
  • Skill in engaging interpersonally with all stakeholders and facilitating accurate requirements to capture and manage stakeholders' expectations.
  • Ability to supervise and train others.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain working relationships with other City employees and the public.
  • Ability to look at situations systematically.
  • Ability to work independently and with teams.
  • Ability to understand, interpret, and apply detailed and complex information.

Minimum Qualifications:
 

Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to the job, plus three (3) years of experience related to the job.
