Demographic Planner

Purpose:
 

Under the direction of senior management, this position provides complex technical review and analysis to the general public and City staff. This position advises senior executives and elected officials on demographic trends and their impacts on regional, urban, and transportation planning and the City’s ability to serve the public through government services and capital facilities.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Identifies appropriate data sources for a variety of projects.
  2. Leads project management including gathering requirements, determining scopes, and estimating hours needed to develop and deliver custom solutions.
  3. Prepares and presents data visualizations, including charts, tables, maps, oral and written reports; and documents results for data requests and on-going research projects.
  4. Consults with other governmental agencies to develop information on master plans, land use, economic trends, housing market, and demographic trends.
  5. Initiates, formulates, plans, executes, and controls statistical studies, designed for the purpose of identifying, analyzing, and reporting on growth, land development and/or redevelopment issues.
  6. Conducts research using demographic and statistical analysis methods applying appropriate analytical methods.
  7. Speaks as City representative before Boards, Commissions, public groups, etc. on demographic information.
  8. Serves as a technical expert with respect to all phases of statistical interpretation, providing technical advice to peers, executives, and other stakeholders.
  9. Designs solutions to methodological problems and evaluates data quality and analysis results against professional standards. Analyzes data to assess and monitor relevant trends.
  10. Maintains awareness of data releases, new methodologies, and relevant training/conferences.
  11. Assists with education, outreach, and promotion of the census. Trains, mentors, and provides quality assurance on statistical methods to team members.

  • Knowledge of Federal and State laws related to planning and urban development.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of the principles of community and urban planning.
  • Knowledge of research methodology.
  • Knowledge of GIS applications and/or spatial data analysis.
  • Knowledge of demographic analysis, regional economics, demographic and other socioeconomic data, and research methods.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in applying mathematics and statistics.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software for demographic analyses, forecasting, research and graphics.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Skill in organizing and analyzing data and communicating results to research teams and broader audiences.
  • Skill in working with and maintaining a broad range of datasets including land use and housing development, planning, and demographic datasets.
  • Skill in managing projects and teams, including successful development and implementation of scopes of work, budgets, and staff resource management.
  • Skill in community engagement, meeting facilitation, and participating in open houses.
  • Skill in working with Esri's ArcGIS Desktop suite and extensions.
  • Skill in working with other non-Esri data analysis, blending, and visualization solutions (e.g., Alteryx, Tableau).
  • Skill in data analysis using Python, R, SPSS, SQL, etc.
  • Skill in working with Microsoft Outlook, Word, Excel, and Access.
  • Skill in statistical packages such as SAS, Stata, or R.
  • Ability to conduct needs assessments and/or define end use requirements.
  • Ability to analyze and apply demographic information and prepare forecasts.
  • Ability to exercise balanced judgment in evaluation situations and making decisions.
  • Ability to formulate and clearly communicate ideas, both verbally and in writing.
  • Ability to work independently with little guidance and in a collaborative group environment.
  • Ability to maintain confidentiality.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good working relationships with other City employees and the public.
  • Ability to present research findings effectively to fellow professionals and other informed members of the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Applied Demography, Planning, Statistics, Geography, or a related field with coursework in demographic analysis and quantitative research methods, including population estimation and projection methods, plus five (5) years of experience in demographic analysis, forecasting, and planning, one (1) year of which is in a leadership/supervisory capacity.
  • Graduation with a Master’s degree from an accredited college or university in a related field may substitute for experience up to a maximum of two (2) years.
