Equal Employment/Fair Housing Manager

Purpose:
 

Under general direction, direct the execution of the contracts of the City of Austin, Equal Employment/Fair Housing Office, including the supervision of employees involved in the intake, investigation, and resolution of discrimination complaints related to employment, housing and public accommodations.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

1. Assigns and monitors case load of investigators to ensure contractual obligations are being met.
2. Develops operating procedures to ensure consistent and equitable treatment for complainants and other involved parties.
3. Meets with officials of the U.S. Equal Employment Opportunity Commission (EEOC) and --U.S. Department of Housing and Urban Development (HUD) to discuss contracts and contractual obligations.
4. Conducts workshops for employers and other organizations.
5. Communicates and reports contract, project and program information and is a liaison to the Austin Human Rights Commission, City management, and others as needed.
6. Develops and monitors division/section budget.
7. Attends meetings representing division/section.
8. Meets with complainants and other involved parties to resolve disputes.
9. Reviews the investigative work of staff and determine the appropriate disposition of cases.
10. Reviews and/or performs analyses of complaint trends and recommend to City management short and long range remedial actions to correct or prevent future conflict situations.
11. Consults with and provide advice to City of Austin management on equal opportunity and housing issues.

Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal.

Knowledge of Federal, State, and Local laws.

Knowledge of applicable processes, techniques, and methods.
Knowledge of supervisory and managerial techniques and methods.
Knowledge of program management techniques.
Knowledge of fiscal planning and budget preparation.

Skill in handling multiple tasks and prioritizing.
Skill in using computers and related software.
Skill in data analysis and problem solving.
Ability to handle hostile conflict, and uncertain situations.

Ability to negotiate settlements concerning discrimination.
Ability to stay current in research legislation in laws and court decisions affecting equal opportunity.
Ability to establish and maintain effective communication and working relationships with city employees and the public.

Minimum Qualifications:
 

Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to the job, plus five (5) years of experience in discrimination complaint investigation, two (2) years of which were in a lead or supervisory capacity.

Experience may substitute for education up to (4) years.
