Purpose: |

Under general supervision, this position provides oversight of clinical care of advanced practice providers and community health providers and provides health care services in clinical specialization, in an austere/non-traditional healthcare environment. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Monitors management of patient care inquires, incident complaints, and deviations from established protocols.
- Plans, promotes, demonstrates, recommends, and coordinates high standards of Emergency Medical Services (EMS) practices.
- Conducts audits, evaluates clinical quality, and verifies medical credentials for patient safety programs.
- Introduces innovations in EMS care and health programs.
- Consults and assists families in utilizing health care resources. Coordinates care and addresses patient care concerns between agencies.
- Extends access to health services delivery in underserved and general populations, services such as primary care, public health, disease management, prevention and wellness, and mental health.
- Secures and evaluates medical histories of EMS patients. Manages low-acuity and high-acuity patients in the EMS setting.
- Performs physical assessments of patients using observation, inspection, auscultation, palpation, and percussion.
- Orders, performs, and interprets diagnostic and therapeutic procedures/test for individualized patients.
- Treats and refers EMS patients to physicians following standards of care as indicated by a clinical exam.
- Documents and charts clinical findings in an acceptable patient care records system for continuum of patient care.

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of the principles and practices of prehospital care.
- Knowledge of the scope of practice of advanced practice providers in the clinical specialty.
- Knowledge of instruments, equipment and mechanical devices employed in the specialty area of EMS.
- Knowledge of the relationship between the EMS, primary care, and urgent/emergency care.
- Knowledge of community organizations, health programs, and local receiving facilities.
- Skill in emergency vehicle driving.
- Skill in effective oral and written communication.
- Skill in establishing an effective and constructive working relationship with patients, families, physicians, departmental personnel, City employees and public.
- Ability to provide leadership and guidance to other advanced practice providers and community health providers.
- Ability to work extended hours based on clinical needs of the EMS System and medical director.
- Ability to use an equity lens and framework to create inclusive, diverse, and safe workplaces and community programs.
- Ability to manage diversity, understand inclusion, and work with diverse communities or populations to build constructive and effective relationships.
- Ability to strategically apply analytic and problem-solving skills to develop sound decisions, conclusions, and recommendations while navigating sensitive political environments.
- Ability to work in austere/non-traditional healthcare environments.

Minimum Qualifications: |
|
- Graduation from an accredited school of nursing with Nurse Practitioner (NP) certification in area of Emergency Medicine or Family Practice, plus three (3) years of experience.
OR
- Graduation from an accredited Physician Assistant (PA) school with Fellowship training in Emergency Medicine, plus three (3) years of experience in an Emergency Medicine, Urgent Care setting, or a clinically related field.

Licenses and Certifications Required: |
|
- License to practice in the State of Texas. (NP or PA).
- Current Paramedic Licensure/Certification in the State of Texas.
