Veteran Services Consultant

Purpose:
 

Under general direction in the Human Resources Department, this position is responsible for the coordination of activities related to City veterans programs. This position is responsible for supporting City management, departments, and City-wide veteran initiatives and is responsible for compliance with Local, State, and Federal legislation related to veteran employment and employee services. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Plans, designs, develops, implements, and evaluates City Veteran programs with internal stakeholders in the development and administration of veteran programs for employees within the City.
  2. Serves as in-house resource to departments and staff on all issues related to veteran affairs.
  3. Monitors City compliance with City, State, and Federal laws by conducting audits, on-site visits, and surveys of all City departments.
  4. Develops and implements education and training programs to make City staff aware of and sensitive to issues surrounding veteran services.
  5. Manages internship programs with partner organizations that focus on placing exiting soldiers from the military.
  6. Studies existing and new employment legislation and Federal, State, and Local Legal requirements; ensures adherence to requirements and advises management on needed actions.
  7. Prepares, receives, and reviews statistical and programmatic reports; monitors programs; and interprets findings. Evaluates current programs, procedures, and practices on an ongoing basis.
  8. Plans and develops policies, procedures, and programs to enhance efficiency and effectiveness of operations and services.
  9. Attends events to recruit veterans to City positions.

  • Knowledge of Federal, State, and Local laws and ordinances governing personnel and employment practices.
  • Knowledge of veteran recruitment strategies.
  • Knowledge of navigating various veteran resources and programs.

  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to provide leadership and integrity within the Human Resources Department and throughout City departments.

  • Ability to establish and maintain good working relationships with other City employees and the public.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to quickly recognize and analyze irregular events.
  • Ability to participate in continuing education to stay current on technical and professional knowledge.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a related field, plus four (4) years of experience in the human resources specialty assigned.
  • Experience may substitute for one (1) year of the required education up to a maximum of four (4) years.
