Civil Rights Administrator

Purpose:
 

Under limited direction, this position is responsible for managing daily operations. This position manages complex projects, processes and issues crossing organizational lines, engaging multiple resources and stakeholders, and is responsible for leading the department management team through the strategic planning process, innovation, and performance measurement processes.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops, implements, and monitors operational activities, policies, procedures, and related systems; and leads multiple cross-functional projects, initiatives, and teams.
  2. Oversees the development and preparation of management and productivity reports, studies, and analyses; evaluates business process effectiveness and efficiency; and makes recommendations for improvements.
  3. Collaborates with department executives, key managers, and stakeholders to collect relevant data and resources to obtain insight and perspectives related to critical decisions; and communicates project status to executive management, the department, and stakeholders.
  4. Develops short- and long-range strategic plans to meet the goals of the Office of Civil Rights and to supplement the Civil Rights Officer in their role. Monitors the implementation of major civil rights and administrative projects critical to the Civil Rights Officer’s strategy for organizational effectiveness and improvement.
  5. Plans, directs, and manages quality assurance/quality control strategies and programs to ensure compliance with quality assurance standards to the include Federal, State, and Local regulations necessary to maintain and enhance performance of the audit and quality of the Office of Civil Rights.
  6. Attends City Council meetings, at the discretion of the Civil Rights Officer, to explain, justify, and defend department programs, policies, and activities; and negotiates or otherwise resolves sensitive, significant, and complex issues.
  7. Advises the Civil Rights Officer in defining and identifying key measures and performance targets, develops solutions to critical business issues, and presents alternatives to executive management.
  8. Facilitates the development of stakeholder analysis and communication plans for process improvement teams and makes recommendations on organizational change utilizing appropriate talent.
  9. Represents the Office of Civil Rights to State agencies, City officials, vendors, contractors, community interest groups, and the general public; manages the Office’s quality assurance services, public information requests, finance and personnel transactions, and other similar tasks; and communicates results and recommendations to the Civil Rights Officer.
  10. Plans, organizes, and directs operations and staff with the Office of Civil Rights to achieve organizational goals to include planning and forecasting resources for specific tasks and making assignments to staff; developing project work plans and performing project management; developing, maintaining, and ensuring effective partnering with appropriate stakeholders to provide and maintain effective systems; identifying talent to fulfill support roles; establishing relationships quickly; and gathering needed resources to ensure successful processes.
  11. Provides administrative oversight of departmental plans, practices, and procedures; document control; and coordination with the City’s Intergovernmental Relations Office, Human Resources department, workforce management, and development efforts.

  • Ability to conduct research, analyze, and interpret research findings and prepare narrative and statistical correspondence, reports, and presentations.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Public Administration, Business Administration, Law, or a related field, plus five (5) years of related experience, including two (2) years of experience which must have included management and/or supervisory experience.
  • Graduation with a Master's degree from an accredited college or university may substitute for one (1) year of the required experience or graduation with a JD may substitute for two (2) years of the required experience.
