Purpose:
 

Under nominal direction, this position directs, coordinates, and administers operations of Austin Energy’s (AE) strategic planning, enterprise architecture, information technology, data science, and systems security business units in a safe, compliant, reliable, and efficient manner. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Oversees and manages the strategic direction of the utility information technology business unit including network security and architecture, system applications development and support, customer service and help desk, telecommunication, network operations, technology selection, enterprise architecture, project and portfolio management, cybersecurity, and applications/systems.
  2. Develops and maintains AE’s strategic plan and oversees key initiatives to achieve goals.
  3. Oversees the utilization and governance of data across the organization while defining a data strategy to meet the utility’s operational needs.
  4. Develops and monitors business plans, Operations and Maintenance (O&M), and capital budgets; and responds to deviations from the approved cost/timeline projections.
  5. Ensures compliance with all applicable Local, State, and Federal regulations, requirements, standards, and laws.
  6. Communicates legislative, regulatory, and industry trends impacting AE’s initiatives.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of information technology, communications technology, general business practices, and project management.
  • Knowledge of utility finance, regulatory, and legislative issues.
  • Knowledge of electric utility processes, practices, issues and policies.
  • Knowledge of Electric Reliability Council of Texas (ERCOT) operating guides and protocols.
  • Knowledge of North American Electric Reliability Corporation (NERC) Reliability Standards.
  • Knowledge of quality management methods and ability to implement change and performance goals for continuous improvement.
  • Knowledge of advanced data analytics.
  • Knowledge of the concepts of equity, including experience in applying equity frameworks to established laws, ordinances, and long-standing practices.
  • Skill in assessing industry trends and responding to industry pressures.
  • Ability to use an equity lens and framework to create inclusive, diverse, and safe workplaces and community programs.
  • Ability to manage diversity, understand inclusion, and work with diverse communities or populations to build constructive and effective relationships. Skill in establishing and maintaining effective working relationships with City employees, City Council, the media, and the public.
  • Ability to assimilate and act timely on conflicting, incomplete, and disparate information to meet overall objectives.
  • Ability to recruit, develop, and retain a high-performing workforce, including management and senior professional staff, to ensure completion of assigned goals and objectives.
  • Ability to coach and develop subordinate staff.
  • Ability to understand and explain complex issues to non-utility stakeholders.
  • Ability to meet financial and performance objectives.
  • Ability to work with and coordinate between multiple City departments and internal business units to meet goals and objectives.
Minimum Qualifications:
 
  • Graduation with a Bachelor's degree from an accredited college or university with major coursework in Computer Science, Engineering, Business or in a field related to the job, plus seven (7) years of related utility experience, including three (3) years of experience which were in a managerial capacity.
  • Graduation with a Master’s degree from an accredited college or university may substitute for non-managerial experience up to a maximum of two (2) years.
