Emergency Management Manager

Purpose:
 

Under limited direction, this position ensures operational readiness and is responsible for developing, implementing, and managing Emergency Management programs. The position oversees training, planning, and response activities needed to successfully manage incidents related to natural hazards and malicious acts.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops and implements full-scale Emergency Management programs and determines program goals, objectives, and resource requirements.
  2. Leads the development of short- and long-term strategic planning.
  3. Develops, implements, and monitors the Emergency Response Plans, as required by and/or in consideration of Federal, State, and Local regulations/requirements.
  4. Coordinates post-emergency after-action reviews and makes recommendations for corrective action.
  5. Ensures operational readiness of various communication systems.
  6. Develops, implements, and conducts training programs, seminars, and disaster exercises; and makes presentations.
  7. Coordinates and collaborates with multiple stakeholders on interdepartmental and interagency issues, projects, and protocols.
  8. Monitors and evaluates program effectiveness and implements improvement strategies.
  9. Prepares and administers the annual budget and associated financial reports; and identifies, as necessary, budgetary needs.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for discharge.

  • Knowledge of management principles related to municipal project and program activities.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of the Incident Command System and emergency response planning.
  • Knowledge of applicable processes, techniques, and methods.
  • Knowledge of Federal, State, and Local laws and ordinances related to emergency response.
  • Knowledge of City facilities, operations, and processes.
  • Skill in strategic planning and budgeting.
  • Skill in oral and written communications.
  • Skill in planning, coordinating, and implementing programs and activities.
  • Skill in interpreting, organizing, coordinating, and executing assignments, projects, and programs.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to train others.
  • Ability to quickly recognize and analyze irregular events.
  • Ability to establish and maintain good working relationships with other City employees, City management, political offices, and the public.
  • Ability to exercise good judgment, tact, and diplomacy in all dealings and maintain confidentiality as required.
Minimum Qualifications:
 
  • Graduation with Bachelor's degree from an accredited college or university with major course work in a field related to the job, plus five (5) years of experience in a field related to emergency response or planning, including two (2) years of experience which were in a lead or supervisory/management capacity.
  • Graduation with a Master’s degree from an accredited college or university with major course work in a Government, Management, or Emergency Management field may substitute for one (1) year of required experience.
Licenses and Certifications Required:
 
  • Valid Texas Class C Driver License.
  • Certified Emergency Manager by the International Association of Emergency Managers or ability to acquire certification within two (2) years of employment.
