Human Resources Quality Assurance Auditor

Purpose:
 

Under general direction, this position develops, promotes, and improves City and departmental framework, policies, practices, tools, and reports by performing auditing work through the Human Resources Department (HRD) which includes investigating, reviewing, and analyzing information, internal controls, operational performance, and management practices to ensure compliance with policies and procedures. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Plans and perform audits, investigations, meetings, and projects on human resources service delivery of City departments, programs, and initiatives.
  2. Is responsible for collaborating with departments to correct any issues and implement departmental auditing procedures to improve effectiveness/efficiency and mitigate risks to the City.
  3. Plans, designs, develops, implements, and evaluates programs within area of specialization for City-wide use and monitors the implementation of agreed upon solutions.
  4. Assists in the coordination of organization-wide programs and projects which assesses all aspects of business risk to the organization.
  5. Reviews, researches, designs, implements, and evaluates activities and solutions to ensure compliance with established policies, procedures, and processes.
  6. Documents information and conclusions in an organized and useful manner in clear, concise, timely, and accurate written summaries and reports.
  7. Presents audit results to executive management.
  8. Provides recommendations for new initiatives or program improvements and recommends solutions for existing programs.
  9. Observes, interviews, and surveys employees and conducts group meetings to collect job, organizational, and occupational information.
  10. Provides advice and counsel to management and other employee groups on a broad range of human resources issues and decisions within the area of specialization.
  11. Develops, implements, and conducts training and/or group meetings to distribute information.

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of assigned human resources areas.
  • Knowledge of Federal, State, and Local laws and ordinances governing personnel activities.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of performance audit processes, procedures, and techniques
  • Skill in data analysis and problem solving.
  • Skill in clearly communicating complex information both written and verbally, including reports and presentations.
  • Skill in planning and organizing.
  • Skill in using computers, related software, and large databases.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in oral and written communication.
  • Ability to apply knowledge of performance audit processes, procedures, and techniques to the type of project being conducted. Ability to maintain objectivity and high standards of conduct in all scopes of work, including hostile environments.
  • Ability to plan a project that addressed identified risks and client needs.
  • Ability to manage project tasks, resources, and timelines in an effective manner for multiple projects at a time.
  • Ability to motivate team members.
  • Ability to recognize the risks inherent to the subject matter of the project.
  • Ability to develop and maintain current knowledge of programs.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a related field, plus four (4) years of human resources experience in the human resources specialty assigned.
  • Experience may substitute for one (1) year of the required education up to a maximum of four (4) years.

  None.
