Purpose: |

Under general direction, this position oversees meter investigations in support of essential electrical operations, including automated and non-automated electric and water utility equipment. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Oversees technicians performing tampering investigations, installations, maintenance, and repairs of electrical/electronic metering equipment in a 24/7 operation to protect and prevent lost revenue.
- Oversees physical inspection of commercial and residential services that can exceed 200 amps to ensure correct current transformer ratio calculation is applied and that tampering is not present.
- Represents Austin Energy (AE) as a subject matter expert with government authorities, City of Austin (COA) departments, internal business sections, customers, vendors, contractors, electricians, etc.
- Develops, monitors, and maintains computer databases and spreadsheets that sustain solid record keeping, schedules, equipment inventories, purchasing, and productivity/work product reports.
- Oversees preparation of documents and evidence for administrative and criminal hearings regarding investigations of tampering resulting in revenue loss for COA.
- Researches, evaluates, and recommends new technology and tools for revenue protection.
- Develops, analyzes, monitors, and tracks budget, schedules, and projects/activities based on data analytics.

- Knowledge of AE's "Utility Criteria Manual" and how it applies to metering and electric distribution and construction.
- Knowledge of AE and OSHA safety rules and regulations.
- Knowledge of the technical aspects of AE's Transmission and Distribution system.
- Knowledge of procedures of inspection and approval processes.
- Knowledge of utility information systems such as CIS, MWM, CC&B, DataRaker, etc.
- Knowledge of communications and data retrieval methods and devices for electrical metering.
- Knowledge of purchasing, procurement, payment, and budget procedures.
- Knowledge of applicable processes, techniques, and methods.
- Knowledge of supervisory and management techniques.
- Knowledge of developing performance measures.
- Skill in establishing and maintaining effective and professional working relationships with City employees and the general public.
- Skill in providing business justifications via compelling oral and written communications.
- Skill in planning, organizing, and managing workload.
- Skill in communicating to small and large groups, formally and informally.
- Skill in using computers, spreadsheets, and database applications and in programming electronic metering devices.

Minimum Qualifications: |
|
Graduation from an accredited high school or equivalent, plus six (6) years of experience in a field to the job, including two (2) years of experience which were in a lead or supervisory capacity. |
Licenses and Certifications Required: |
|
Valid Texas Class C Driver License.
