IT Business Systems Analyst Consultant

Purpose:
 

Under minimal supervision, this position is responsible for leading IT business solution analysis through a process that focuses on strategic alignment with enterprise and/or departmental objectives. This position proactively initiates, plans, leads, and provides consultation on analytical and creative strategies to resolve business and technical issues and gaps confronting management in the area of planning and implementing technology solutions.  

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Directs and manages business analysis of enterprise- and/or corporate-level information technology initiatives from idea to outcome.
  2. Conducts an intake and interview process of highly complex or at-risk initiatives to determine business needs and/or opportunities, high-level requirements, and other key factors that impact scope, schedule, budget, and relevant laws or regulations.
  3. Conducts market research, evaluates potential existing solutions, and presents analysis results to leadership of recommended solutions that meet strategic and other objectives.
  4. Develops and leads the elicitation of business requirements, including functional and technical.
  5. Liaises between technology teams and non-technical teams and translates complex technical terminology and issues into digestible language that addresses anticipated impacts on business functions.
  6. Develops influential business cases for leadership decision making.
  7. Conducts workflow analysis of current and future states.
  8. Composes solicitation documents, including Requests for Proposals, Requests for Information, or Requests for Quote for external services.
  9. Performs post-implementation analysis of the solution and presents the analysis to leadership, including recommended remedial actions if objectives are not being met.
  10. Estimates the resources and participants needed to achieve the request intake goals and, where required, negotiates with other department managers for the acquisition of required personnel from within the City of Austin.
  11. Communicates analysis expectations to project sponsor, team members, and stakeholders in a timely and clear fashion and facilitates status review meetings.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the job, plus six (6) years of experience in a related field.
  • Experience may substitute for education for up to four (4) years.
  • Graduation with a Master's degree from an accredited college or university in a related field may substitute for two (2) years of experience.
