Purpose: |

Under general direction, this position is responsible for the oversight, administration, and coordination of activities related to Municipal Civil Service (MCS) and Civil Service (CS) divisions; for supporting City Management, departments, and the MCS and CS Commissions; and for compliance and education of statutory and City Charter requirements to implement MCS Rules and CS negotiated agreements. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Develops and administers MCS and CS rules.
- Develops and administers promotional process, disciplinary process, and labor negotiations for Police, Fire, and EMS in compliance with State law, negotiated agreements, and CS rules.
- Writes and interprets policies and rules regarding MCS and CS.
- Implements negotiated agreements, CS rules, City Charter, and MCS rules by identifying required provisions, coordinating staff work across the Human Resources Department (HRD) and between departments; develops and implements work plans that ensure adherence to deadlines; and fosters a spirit of cooperation.
- Attends meetings and presents to MCS and CS Commissions.
- Partners with internal and external stakeholders.
- Contributes to the accomplishment of multiple team results through negotiation and process implementation.
- Studies existing and new employment or municipal and civil service legislation and Federal, State and Local Legal Requirements; ensures adherence to requirements and advises management on needed actions.
- Develops, delivers, and coordinates training.
- Coordinates, monitors, and ensures compliance with contracts and memorandums of understanding; develops scope of work for request for proposals; and adheres to purchasing guidelines for procurement of goods and services.

- Knowledge of Municipal Civil Service, Local Government Code Chapter 143, and Texas Government Code Chapter 551 and 552.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Human Resources, Business, or Public Administration, or a field related to the job, plus five (5) years of experience in Finance, Human Resources, Program Administration, Labor Relations, Public Administration, or a related field, including two (2) years of experience which were in a lead or supervisory capacity.
- Graduation with a Master’s degree from an accredited college or university may substitute for up to two (2) years of the required experience.
