Division Chief II, Financial Services

Purpose:
 

Under general direction, this position manages the activities and personnel of a division of the Controller’s line of business with responsibility for specific financial programs such as financial reporting, accounts receivable/payable, payroll, internal controls, fixed assets, etc.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Evaluates programs for effectiveness and accomplishment of goals.
  2. Initiates and develops improvements for existing programs, projects, etc.
  3. Develops financial summaries and reports.
  4. Designs financial models.
  5. Develops and revises operating procedures.
  6. Reviews and analyzes financial summaries & reports.
  7. Manages division or section activities.
  8. Coordinates meetings between consultants, public, City staff, etc.
  9. Coordinates division or section activities with other divisions and departments.
  10. Compiles data or information for reports, cost estimates, etc.
  11. Researches information as requested or needed.
  12. Drafts technical reports.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of the preparation process for financial statements in conformity with accepted auditing standards and accounting principles.
  • Knowledge of financial reporting concepts and preferred business practices.
  • Knowledge of payroll tax laws.
  • Knowledge of internal control systems used for general accounting principles.
  • Knowledge of supervisory and management techniques.
  • Knowledge of estimating methods and statistical concepts.
  • Knowledge of the operation, applications, capabilities, and requirements of automated support systems and equipment.
  • Skill in establishing and maintaining good working relationships with other City employees and the public.
  • Skill in resolving problems or situations requiring the exercise of good judgment.
  • Skill in analyzing complex financial data and proposing viable solutions.
  • Skill in determining needs, gathering, analyzing, and presenting data to provide accurate information for management's use.
  • Skill in preparing accurate and complex financial statements.
  • Skill in completing accurate data for records, reports, and legal documentation.
  • Skill in effective oral and/or written communication.
  • Skill in training and supervising the work of other staff members.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university in a field related to Accounting, Business, or Finance, plus six (6) years of accounting or financial reporting experience, including two (2) years of experience in a supervisory or managerial capacity.
  • Education may substitute for experience up to two (2) years.
Licenses and Certifications Required:
 

Certified Public Accountant, CPA

Physical Requirements:
 

Light tasks performed with lightweight materials or using a force equal to lifting up to twenty (20) pounds.
