Infrastructure Support Services Program Manager

Purpose:
 

Under general direction, this position plans, coordinates, and directs Austin Energy’s (AE) Pole Attachment Services (PAS) or Infrastructure Services programs. These programs manage third party pole infrastructure attachment processes and agreements, Qualified Electric Contractor (QEC) program, and management of other agreements, contracts, and work products across the utility’s transmission and distribution areas.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Plans, organizes, directs, and manages the AE Shared Services Programs.
  2. Leads planning activities to develop short- and long-term strategic plans, roadmaps, and objectives for shared services technologies and programs.
  3. Creates and manages operational budgets for short- and long-term shared services projects and contracts.
  4. Develops and implements technical specifications and standards; and policies, procedures, and Shared Services criteria to ensure compliance with Program guidelines, Federal and State laws, and City Utility Code and Criteria requirements.
  5. Conducts and documents benchmarking best practices within the electric utility industry.
  6. Manages customer resolution processes to ensure all customers are addressed in a timely and courteous manner, maintaining professional working relationships with AE customers.
  7. Facilitates communications with internal and external stakeholders on utility standards, processes, technologies, and programs.
  8. Leads cross functional teams to achieve shared services/technical initiatives.
  9. Manages assigned matrix resources.
  10. Leverages functionality to identify operational efficiencies to improve customer satisfaction and reduce operational costs.
  11. Produces business cases, including cost versus benefit analysis and Request for Proposal (RFP’s) to support related technologies and initiatives and programs.
Responsibilities - Supervisor and/or Leadership Exercised:
 

May be responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of fiscal planning and monitoring procedures, budget preparation, and auditing.
  • Knowledge of electric utility operations: generation, transmission, distribution, or other related fields
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of regulatory requirements and applicable federal, state, and local laws and ordinances
  • Knowledge of public policy development and analysis.
  • Knowledge of easements, property law, contracts, and right-of-way issues.
  • Knowledge of concepts of electric distribution design and facility placement.
  • Knowledge of the contractual and legal obligations related to telecommunications.
  • Knowledge of equipment and construction techniques common to utility construction.
  • Skill in handling and prioritizing multiple tasks and planning an organizing a program.
  • Skill in negotiation of contracts and agreements and in oral and written business communications.
  • Skill in determining needs and gathering, analyzing and presenting data to provide accurate information for management's use.
  • Skill in conducting presentations on behalf of a public entity.
  • Skill in handling and prioritizing multiple tasks and planning and organizing a program.
  • Ability to direct the timely production of project proposals and agreements.
  • Ability to prepare and evaluate business cases.
Minimum Qualifications:
 

Graduation with Bachelor's degree from an accredited college or university with major coursework in Business, Engineering or in a related field plus four (4) years of experience in a field related to the job, including 2 years of experience which were in a lead or supervisory capacity. Experience may substitute for education, up to a maximum of four (4) years.
