Transportation Mobility Service Officer II

Purpose:
 

Under general supervision, this position patrols assigned areas of the City to expedite flow of vehicular traffic by reporting, correcting, and addressing mobility issues; enforces State and City laws and ordinances. Inspects “for hire” transportation services for compliance. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Inspects authorized vehicles for hire and identifies unlicensed transportation services operating within the City limits.
  2. Coordinates efforts with jurisdictional law enforcement agencies for the regulation of vehicle for hire operations.
  3. Patrols assigned area to direct and expedite the flow of vehicular traffic by reporting, correcting, and addressing mobility issues.
  4. Enforces transportation code and parking regulations, issues citations for violations of State and City laws and ordinances, and testifies in court for contested hearings.
  5. Marks vehicles to detect abuse of timed areas and immobilizes or impounds vehicles or property in violation of State and City laws and ordinances.
  6. Monitors and reports major thoroughfares and intersections throughout the City to identify and report inefficient roadway operations or faulty traffic signal timing and sequencing issues. Collaborates with and assists traffic engineers by reporting and investigating mobility issues.
  7. Reports or remedies roadway hazards that impede the normal traffic flow.
  8. Responds to minor traffic collisions to direct and expedite the flow of traffic. May provide basic first aid.
  9. Monitors and attends installed temporary traffic barricades during special events or non-standard occurrences.
  10. Answers questions concerning parking payment options and zones and provides wayfinding assistance to the public.
  11. Reviews and verifies authorization to use City right-of-way.

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of State and City laws and ordinances, municipal codes, and regulations.
  • Knowledge of City and departmental policies and procedures.
  • Knowledge of City streets and places of interest.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in handling conflict, difficult, and uncertain situations.
  • Skill in responding to calmly emergency situations.
  • Skill in effective oral and written communication.
  • Skill in using computers and related software.
  • Skill in the use of hand tools and measuring devices.
  • Ability to write complete, accurate, and timely reports.
  • Ability to testify in court regarding facts in contested citation.
  • Ability to safely direct traffic.
  • Ability to read, interpret, and apply State and City laws and ordinances, as well as City and department policies and procedures.
  • Ability to exercise discretion in issuance of citations and impoundment of vehicles.
  • Ability to work independently to perform a variety of regular and special assignments.
  • Ability to use communication devices to include but not limited to a two-way radio or SMS and hand-held citation devices.
  • Ability to provide minor mechanical assistance to disabled vehicles.
  • Ability to work outside in all kinds of inclement weather conditions.
  • Ability to obtain CPR and First Aid certification.
  • Ability to quickly recognize and analyze irregular events.
  • Ability to establish and maintain effective communication and working relationships with City employees and the public.
  • Ability to be certified to carry OC/pepper spray.
  • Ability to safely operate a motor vehicle, moped/motorcycle, and bicycle.
  • Ability to handle physical requirements of the job.
Minimum Qualifications:
 

Graduation from an accredited high school or equivalent, plus three (3) years of experience in public/municipal code enforcement or in a related field.

Licenses and Certifications Required:
 
  • Valid Texas Class C Driver License.
  • Must obtain CPR certification within six (6) months of hire.
Physical Requirements:
 

Requires physical work with frequent standing and walking; lifting/carrying objects weighing up to sixty (60) pounds; reaching, bending, and stopping to mark vehicles and install vehicle immobilization devices. Requires field of vision to move quickly and safely direct traffic.
