Purpose:
 

Under limited supervision, this position inspects and reviews a combination of structural elements in multiple disciplines or trades to ensure compliance to contract documents, City codes, and safety and environmental requirements.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Performs inspection and coordination of City of Austin construction projects (new and renovation work) in multiple disciplines for compliance of contracts, codes, specifications, health and safety, and environmental regulations.
  2. Reviews plans, specifications, contracts, ordinances, etc.
  3. Records data on appropriate form/log, etc.
  4. Coordinates division/section activities with outside contractors.
  5. Coordinates division/section activities with other divisions/sections.
  6. Investigates consumer/citizen complaints to determine validity.
  7. Interprets, explains, and enforces City policies and procedures regarding technical standards, specifications, and ordinances.
  8. Checks and verifies contractor licenses, permits, authorization, and insurance.
  9. Compiles data and information for reports, cost estimates, change orders and revisions, and construction progress payment.
  10. Serves as spokesperson for the City to answer inquiries from concerned citizens.
  11. Issues Stop Work Orders for violations.
  12. Writes informational reports.
  13. Serves as key lead in the field and office.
  14. Prepares and/or changes orders and monthly construction pay estimates.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of the methods used to read and interpret blueprints, plans, maps, and/or specifications.
  • Knowledge of proper safety practices, procedures, and regulations applicable to work being performed.
  • Knowledge of heavy construction materials and methods.
  • Knowledge of applicable building codes, ordinances, and regulations.
  • Knowledge of contract language.
  • Knowledge of the integration of the inspection functions with other operating and administrative functions of the department and the City.
  • Skill in making accurate measurements and computing quantities of materials used in construction.
  • Skill in establishing and maintaining good working relationships with other City employees and the public.
  • Skill in maintaining records and preparing written reports.
  • Skill in recognizing deviations from drawings and specifications.
  • Skill in determining quality of materials, workmanship, and construction methods.
  • Skill in resolving problems or situations requiring the exercise of good judgment.
  • Skill in requirements both orally and in writing to architects, contractors, developers, and the public.
  • Skill in presenting data to provide timely information for management's use.
  • Skill in directing and controlling work of construction inspectors to accomplish unit programs effectively and on schedule.
  • Skill in interpreting building codes and recognizing the need for correction of construction activities that deviate from specifications.
  • Ability to operate a personal computer.
  • Ability to climb (up/down) and walk in rough terrain and confined spaces of construction sites with varying environmental conditions.
  • Ability to work varying work hours to meet project needs.
Minimum Qualifications:
 
  • Graduation from an accredited high school or equivalent, plus four (4) years of experience in a field related to road and bridge inspection experience and/or utility construction or building inspections.
  • Education may substitute for experience up to two (2) years.
Licenses and Certifications Required:
 
  • Valid Texas Class C Driver License.
  • One of the following:
    • R5 Residential Combination Inspection Certificate or all certifications that make up the equivalent R5 combination: Residential Building Inspector, Residential Electrical Inspector, Residential Mechanical Inspector and Residential Plumbing Inspector
    • C8 Combination Inspection Certificate or all certifications that make up the equivalent of the C8 combination: Residential Building Inspector, Commercial Building Inspector, Residential Mechanical Inspector, Commercial Mechanical Inspector, Residential Electrical Inspector, Commercial Electrical Inspector, Residential Plumbing Inspector and Commercial Plumbing Inspector
