Purpose: |

Under minimal direction with considerable latitude for the use of initiative and independent judgment, this position directs department operations related to building maintenance, building operations, and custodial and grounds activities. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Provides direction and oversight of planning, design, construction, ongoing maintenance, operations, and real estate disposal of utility facilities and properties.
- Manages building services-related activities with multiple business units; coordinates activities with other sections, divisions, departments, and outside agencies.
- Develops and oversees department capital planning; to include facilities conditions assessments, capital renewal and replacement strategies, and long-range capital planning.
- Develops, reviews, and utilizes data collection and metrics to establish service and staffing levels and productivity data points for effectiveness and efficiency of service delivery methods and procedures in daily operations.
- Participates in the development and implementation of goals, objectives, policies, and priorities for programs and operations; recommends and administers policies and procedures, monitors outcomes, and recommends changes.
- Develops audit practices for quality control analyses for Building Services issues and needs.
- Participates in the development and administration of the annual budget; forecasting of funding needed for staffing, equipment, materials, and supplies.
- Oversees planning and activities for safety programs and ensures compliance with safety and environmental requirements.
- Develops and monitors operating and capital budgets and responds to deviations from cost and timeline projections. Provides financial managerial reports as required.
- Assists with the development and implementation of business plans in alignment with utility business and strategic plans, initiatives, and objectives.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business, Engineering, Architecture, Real Estate or a related field, plus four (4) years of related experience in facility maintenance or management, including two (2) years of experience which were in a management capacity.
- Graduation with a Master’s degree from an accredited college or university in Business, Engineering, Architecture, Real Estate, or a related field may substitute for non-management experience up to a maximum of one (1) year.
