Purpose:
 

Under general direction of the Chief Communications Director, this position is responsible for managing daily operations in the department. This position manages complex projects, processes, and issues crossing organizational lines and engaging multiple resources and stakeholders.  

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Plans, organizes, and directs support services within the department to include video production services, web, and creative services.
  2. Coordinates with the Director and management team on financial management, records management, performance metric monitoring, and budget development for the department.
  3. Oversees procurements associated with purchasing and expenditures for departmental programs.
  4. Collaborates with department executives, managers, and stakeholders to collect relevant data and resources to obtain insight and perspectives related to critical decisions.
  5. Administers the initiation, maintenance, revision, or curtailment of broad communication policies and procedures through collaboration with City departments, City Manager’s Office, Chief Communications Director, and senior communications staff.
  6. Develops short- and long-range strategic plans to meet the business needs and goals of the department. Monitors the implementation of major administrative projects critical to organizational effectiveness and improvement.
  7. Develops, maintains, and ensures effective partnering with appropriate stakeholders to provide and maintain effective systems and operations.
  8. Directs, maintains, and ensures regular monitoring, management, and support of assigned systems and other critical technology and communications systems including applications related to video production and television, graphic design, and web content.
  9. Provides administrative oversight of departmental plans, practices, and procedures; document control; and coordination with Human Resources Department on workforce management and development efforts.
  10. Represents the department during emergency operations center activations as needed.
  11. Attends City Council meetings to explain, justify, and defend department programs, policies, and activities.
  12. Negotiates and resolves sensitive, significant, and complex issues.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of relevant Federal, State, and Local laws, codes, ordinances, and regulations.
  • Knowledge in the areas of communications technology, including video and television production, web services, and graphic design.
  • Knowledge of inter-local agreements and practices.
  • Knowledge of emergency operations, disaster relief, and public safety-related incidents.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of the principals and practices of public administration.
  • Knowledge of administrative principles and practices including program management.
  • Skill in oral and written communications.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to understand departmental operations, services, and activities.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work including City, State, Federal officials, and the public.
  • Ability to communicate effectively verbally and in writing.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Public Administration, Communications, or in a field related to the job, plus six (6) years of experience in a related field, including two (2) years of experience which were in a supervisory or management capacity.
  • Graduation with a Master’s degree from an accredited college or university may substitute for non-supervisory experience with a maximum substitution of one (1) year.
