Electric System Shared Services Director

Purpose:
 

Under minimal direction with considerable latitude for the use of initiative and independent judgment, this position provides program oversight, planning, and guidance to the Shared Services work group and is responsible for strategic leadership and management of activities that support the Electric System.  

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Provides managerial oversight of activities that support shared service operations of the Electric System.
  2. Manages resources to fulfill program activities associated with Public Involvement and Real Estate Services (PIRES), Pole Attachment Services (PAS), and Electric System Quality Management System (QMS) Program Support.
  3. Oversees the development, review, and approval of written policies, procedures, and processes necessary for compliance with requirements applying to the Electric System.
  4. Acts as a liaison between Austin Energy and other City departments and City officials to provide solutions to complex problems and resolve difficult issues between involved parties.
  5. Plans, organizes, directs, and audits business process development to ensure compliance with Electric System QMS.
  6. Manages budgets and projects to ensure implementation on schedule and on budget.
  7. Oversees the development and implementation of internal processes to monitor, audit, evaluate, improve, and report on the Electric System QMS to ensure compliance with the established rules, standards, policies, and procedures.
  8. Determines business needs, develops short- and long-range strategies, and implements action plans to meet needs.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of fiscal planning, monitoring procedures, and budget preparation.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of relevant Federal, State, and Local laws and City ordinances and policies.
  • Knowledge of public policy development and analysis.
  • Knowledge of Real Estate, easements, property law, contracts, and right-of-way issues.
  • Knowledge of basic concepts of electric distribution design and facility placement.
  • Knowledge of the contractual and legal obligations related to third-party attachments to utility infrastructure.
  • Knowledge of communications industry concepts and practices.
  • Knowledge of equipment and construction techniques common to utility construction.
  • Skill in negotiating and solving complex real estate issues.
  • Skill in handling and prioritizing multiple projects and directing multiple programs.
  • Skill in negotiation of contracts and agreements.
  • Skill in developing and executing short and long-range strategies, objectives, and policies.
  • Skill in using effective written and verbal communication to convey information in a clear and concise manner.
  • Ability to prepare and evaluate business cases.
  • Ability to communicate and work effectively with all levels of staff and leadership throughout the organization to complete projects.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in Business, Public Administration, Real Estate, or Engineering, plus seven (7) years of work experience related to the job, including two (2) years of experience which were in a management or supervisory capacity.
  • Experience may substitute for education up to a maximum of four (4) years.
