Purpose:
 

Under minimal direction, this position conducts and publishes original research using public safety and health data and uses research and statistical analysis in making recommendations to City leadership. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Leads research initiatives for the Office of the Chief Medical Officer. Collaborates with executives, management, and project teams to determine issues and identify their business objective, establish parameters for gathering information, and analyze results for a variety of City-wide or department-specific projects.
  2. Determines appropriate methodology; plans, designs, and tests research instrumentation; and evaluates data to assess reliability and validity of data.
  3. Conducts qualitative, quantitative, and mixed-methods research projects.
  4. Authors and edits technical reports using details to support research findings. Provides results and explains research data with other departments, agencies, or specific technical groups. Provides technical guidance and advice to various audiences regarding the methodology and results.
  5. Designs methodology for tracking data using various software programs. Conducts complex analysis to determine trends. Formulates strategy for managing issues using statistical data
  6. Provides consultation and guidance to City executives, City departments, and outside organizations; makes presentations and recommendations using statistical data.
  7. Presents and exchanges research data and findings with other departments, agencies, and professional groups; serves on committees working with specific research projects.
  8. Seeks funding through grant applications, in compliance with City requirements when applying for grant opportunities.
  9. Reviews legislation, regulations, and policies to determine City impact of research results.

  • Knowledge of research methodologies and research ethics.
  • Skill in oral and written communication.
  • Skill in data analysis, research instruments, and related software.
  • Skill in using large datasets.
  • Skill in the application of statistical methods and ethical standards in research.
  • Skill in identifying variables and utilizing various resources to gather data.
  • Skill in technical writing and presentation of findings.
  • Skill in planning and organizing research projects.
  • Ability to establish and maintain effective communication and working relationships with City employees and the public.
  • Ability to prepare technical reports and data visualizations.
  • Ability to conduct technical or scientific presentations.
  • Ability to work with frequent interruptions and changes in priorities.
Minimum Qualifications:
 
  • Graduation with a Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Social Sciences, or a related field, with twelve (12) semester hours involving or related to statistics, plus four (4) years of experience in a research field.

Or

  • Graduation with a Master's degree from an accredited college or university in Business Administration, Public Administration, Social Sciences, or a related field, plus two (2) years of experience in a research field.
