Purpose:
 

Under minimal supervision, this position manages and monitors the relay database and maintains the Transient Cyber Assets (TCAs) for the Substation Relay Maintenance and Construction work groups.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Manages and monitors the relay database to ensure relay testing is in accordance with the AE Protection Maintenance System Maintenance Program (PSMP) and North American Electric Reliability Corporation (NERC) Protection and Control (PRC) relay testing standards.
  2. Troubleshoots application and hardware issues, makes updates and configuration changes to ensure correct operation and makes recommendations for alternative solutions and/or improvements of Transient Cyber Assets (TCAs).
  3. Provides department controls and oversight of maintenance operations in compliance with NERC standards for PRC and Cyber Assets that fall under the NERC Critical Infrastructure Protection (CIP) standards.
  4. Writes and checks operation check procedures for relay testing and commissioning.
  5. Provides written responses and data analysis and collection activities at the request of AE Reliability and Compliance for Texas Reliability Entity (RE), NERC and/or ERCOT.
  6. Makes recommendations on commissioning, testing, and maintenance procedures to accommodate new and existing protective relaying schemes.
  7. Performs database administration to include monitoring, backup, recovery, and disaster recovery to ensure optimal system functionality.
  8. Interprets business issues and makes recommendations for best practice and innovative solutions.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Austin Energy (AE) and City of Austin (COA) practices, policies, and procedures.
  • Knowledge of NERC PRC relay testing standards and NERC CIP standards.
  • Knowledge of electrical substations and protective relaying systems.
  • Knowledge of utility communication, relaying and monitoring and control systems.
  • Skill in leading, planning, and organizing work assignments and monitoring relay construction and maintenance programs.
  • Skill in modifying work instructions, profile plans, blueprints, sketches, diagrams, and drawings as-builts.
  • Skill in applying electrical theory and principles related to electricity, magnetism, and electrical equipment to tasks involved in the installation, maintenance, and repair of relay equipment in electrical substations.
  • Ability to troubleshoot and update TCAs and relay-related software applications.
  • Ability to write and check operation check procedures for relay testing and commissioning.
  • Ability to read and understand instructions, technical manuals, blueprints, sketches, diagrams, and drawings.
  • Ability to effectively communicate with internal and external customers.
  • Ability to diagnosis relay event data when responding to system trouble.
Minimum Qualifications:
 
  • Graduation with an Associate degree from an accredited college or university in Electrical Engineering, Electronics Technology, Engineering Technology, Mathematics, Avionics, or electronics/electrical-related field, plus five (5) years of experience in relay-protection of transmission and/or distribution systems in an electric utility field.
  • Experience may substitute for education up to two (2) years.
Licenses and Certifications Required:
 

Valid Texas Class C driver license.
