Airport Environment and Sustainability Officer

Purpose:
 

Under general direction, this position oversees the development, coordination, and administration of sustainability policies, environmental compliance, and noise programs at Austin-Bergstrom International Airport (AUS). This position is responsible for fostering a sustainability program that includes assessing the impact of sustainability practices to the Airport, City, and broad community at-large while balancing the City’s shared objectives for a healthy environment and an excellent quality of life. This position works closely with Airport leadership to integrate environmental and sustainability initiatives into Airport operations, maintenance, development, and planning.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops and implements long- and short-range strategies, objectives, policies, and priorities related to sustainability, determines appropriate service and staffing levels; allocates resources accordingly.
  2. Leads programs to meet goals for carbon reduction, energy use, alternative ground transportation, waste reduction and recycling, climate resiliency and other initiatives.
  3. Provides oversight of environmental management and compliance, including stormwater and wastewater, hazardous materials, construction impacts, air quality, energy conservation, solid waste recycling, and natural resources.
  4. Serves as designated responsible official for AUS Airport compliance. Includes senior-level review of environmental documentation for the AUS Sustainable Airport Master Plan Projects. In addition, providing oversight for Airport compliance with the National Environmental Policy Act (NEPA) actions.
  5. Integrates environment and sustainability considerations into the Airport capital program, including regulatory requirements, implementation of an AUS Sustainable Evaluation Framework, and pursuit of third-party sustainability certifications.
  6. Leads the Airport noise program, land use regualtions, noise monitoring, noise abatement procedure tracking, and public outreach.
  7. Provides frequent communications with City Council, City management, AUS Commissioners, and AUS leadership.
  8. Supports effective outreach to near-airport communities and other stakeholders.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal. 

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Federal, State, and Local laws.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of current concepts, regulations and policy of conservation and sustainable development including green purchasing, energy conservation, solid waste recycling, green building, resource and water conservation, greenhouse gas reduction, renewable resources, government funding opportunities, and environmental reporting metrics.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of the principals and practices of public administration.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in oral and written communications.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Skill in preparing and analyzing budgets, reports, and studies.
  • Ability to maintain effective communication and working relationships with Boards and Commissions, city employees and the public.
  • Ability to analyze issues, develop strategic direction and program implementation collaboratively with various stakeholder and community groups.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in Environmental Science, Policy, Environmental Engineering, transportation planning, or in a field related to the job, plus six (6) years of progressively responsible sustainability, environmental compliance, planning, and/or related work, two (2) years of which were in a managerial capacity.
  • Graduation with a Master’s degree from an accredited college or university in a related field may substitute for non-lead or non-supervisory experience up to a maximum of two (2) years.
