Division Manager, Land Use Review

Purpose:
 

Under general direction and working independently, this position organizes, develops, and manages the core programs and activities in the Land Use Review division of the Development Services department.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Oversees and manages the review of site plans and subdivisions for land use development in the City.
  2. Manages, coordinates, implements, and monitors projects and programs including the review of plans and development proposals for impacts related to land use development, engineering, and environmental considerations.
  3. Recommends revisions and permit requirements to mitigate negative impacts of development and assures plans conform to City policies. Approves construction plans.
  4. Resolves conflicts in difficult situations. Reviews, evaluates, and prepares replies to technical and management audits. Serves as the interdivisional liaison for coordinating the various phases of designing, planning, and preparation of project details.
  5. Develops and implements standard operating procedures, policies, and ordinances by applying advanced technical and managerial knowledge and applying changes to meet departmental business goals and objectives.
  6. Develops and monitors budgets for multiple programs. Is responsible for projects by developing, managing, and submitting proposed budget forecast planning for short- and long-term City planning.
  7. Attends meetings and conducts presentations to City Council, Boards, Commissions, etc. in managing programs and projects. Solicits and assesses third-party needs and requests by reviewing and providing solutions.
  8. Develops and conducts training by determining business needs and scope of work performed by personnel and implementing programs. Provides technical advice and direction for assigned division, project, or program personnel. Develops design criteria and develops and monitors performance criteria.

  • Knowledge of Federal, State, and Local laws and ordinances.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of the principals and practices of public administration.
  • Skill in directing the activities of a large and complex organization.
  • Skill in analyzing problems related to service delivery.
  • Skill in handling negotiations and conflict resolution.
  • Skill in oral and written technical and/or general communication including preparation of written reports.
  • Skill in analyzing complex data from various sources, synthesizing collected information, and developing sound decisions/recommendations.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Skill in conducting presentations on behalf of a public entity.
  • Skill in projecting needs for equipment and personnel and formulating operating budgets.
  • Skill in developing, reviewing, monitoring, and evaluating contracts for services and materials.
  • Skill in data gathering and analysis and stakeholder engagement to inform process improvements and code/criteria amendments.
  • Skill in coordinating with other City departments
  • Ability to establish and maintain effective communication and working relationships with City employees and the public.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to train others.
Minimum Qualifications:
 

Graduation with a Bachelor's degree from an accredited college or university with major coursework in engineering, architecture, or related field, plus eight (8) years of related experience, two (2) years of which were in a supervisory capacity.

Licenses and Certifications Required:
 
  • Valid Texas Class "C" Driver License.
  • One (1) of the following professional licenses:
    • State of Texas Professional Engineer (PE).
    • State of Texas Registered Architect (RA/AIA).
    • American Institute of Certified Planners (AICP) certification.
    • Congress for the New Urbanism Accreditation (CNU-Accredited).
    • Certified Professional in Erosion and Sedimentation Control (CPESC).
  • Any combination of two (2) of the following licenses/certifications:
    • State of Texas Registered Professional Land Surveyor (RPLS).
    • State of Texas Registered Landscape Architect (LA/ASLA).
    • Leadership in Energy and Environmental Design certification (LEED).
