Intergovernmental Relations Administrator

Purpose:
 

Under limited direction, responsible for developing, planning, and coordinating activities of the Intergovernmental office.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Plans, develops, and coordinates the department work plan.
  2. Assigns projects and programmatic areas of responsibility, reviews and evaluates work methods and procedures, and meets with staff to identify and resolve problems.
  3. Leads, trains, and evaluates the work of department staff to ensure all departmental duties and activities are performed correctly and efficiently.
  4. Establishes goals, sets priorities, and facilitates service delivery.
  5. Develops, manages, and monitors the City’s federal legislative agenda.
  6. Develops department communications projects.
  7. Coordinates with the City's contract lobbyists; Manages federal contract lobbyists.
  8. Researches and interprets legislative policies and laws affecting the services and activities of the City.
  9. Assists with management responsibility for department services and activities, including serving as a liaison between the City and other governmental entities and working directly with outside boards, commissions, public entities, and various levels of government.
  10. Manages all grant application activities and administration including those that cross multiple departments; oversees narratives of submissions.
  11. Pursues the continuous award of grant funds from traditional Federal and State entities.
  12. Initiates research to acquire additional funding for special departmental initiatives, as determined by City Council.
  13. Facilitates the grant application process and assists in coordinating activities between external and internal sources, including managing communications regarding the awarding and progress of City projects funded by grants, including grants that are authorized over multiple years.
  14. Reviews and monitors grant-fund related ordinances submitted by Departments to the City Council for approval.

  • Knowledge of State and Federal legislative practices, procedures and organizational structures.
  • Knowledge of legislation tracking systems.
  • Knowledge of the principles and practices of public administration and public policy issues.
  • Knowledge of pertinent Federal, State and Local laws, rules, and policies regarding local governmental operations.
  • Knowledge of management techniques and principles
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Skill in legislative analysis and impact.
  • Skill in handling conflict and uncertain situations
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving. Ability to communicate clearly and effectively, both verbally and in writing.
  • Ability to evaluate political conditions and make appropriate recommendations.
  • Ability to analyze problems, provide alternatives, identify solutions in support of established goals, project consequences of proposed actions and implement recommendations.
  • Ability to establish and maintain good working relationships with other city employees and the public.
  • Ability to coordinate with various departments.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to give public presentations.
  • Ability to train others.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university, plus (3) three years of related experience, including at least eight (8) months of working with Federal or State officials.
Licenses and Certifications Required:
 
  • Texas Class “C” Driver’s license if required for the assignment
