Chief Data Officer

Purpose:
 

Under minimal direction with considerable latitude for the use of initiative and independent judgment, this position is responsible for fostering value creation by means of the organization’s data assets and external data ecosystem.  Develops and maintains means to use data to achieve its mission and vision, envisions data-enabled strategies, enables business outcomes through analytics and establishes data and analytics governance.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Exploits the value of enterprise information assets, and of the analytics used to render insights for decision making, automated decisions and augmentation of human performance.
  2. Works with technology leadership and executives to establish the vision for managing data as a business asset and to exploit data using research and analytics to maximize the return on data assets.
  3. Oversees the development and deployment of the enterprise’s data and analytics platform for digital business.
  4. Expands the organization’s research and analytics offerings, especially in emerging analytical approaches, skills, and technologies, focusing them on digital business innovation.
  5. Partners with technology leadership to scan the horizon for emerging management tools, skills, techniques, and technologies to maximize opportunities to evaluate enterprise data sets and make data driven decisions
  6. Fosters the creation of a data-driven culture, related competencies, and data literacy across the enterprise.
  7. Develops, manages, allocates and governs the annual budget for the office of the Chief Data Officer (CDO).
  8. Organizes and leads a data and analytics center of excellence, and constantly improves the organization’s capacity to develop insights with advanced analytics.
  9. Oversees the integration and staging of data, and the development and maintenance of the data lakes, data warehouse and data marts, for use by analysts throughout the organization.
  10. Collaborates with the cyber security team to create policies and controls for the appropriate protection of information assets.
  11. Organizes and leads data and analytics governance including oversight of governance policy creation and compliance.
  12. Defines, manages, and advances enterprise information management principles, policies and programs for stewardship, advocacy and custodianship of data and analytics, in concert with legal, information security, and corporate risk and compliance offices.
  13. Develops methods to ensure consistent application and use of analytics. Establishes the governance of data and algorithms used for analysis, analytical applications and automated decision making.

  • Knowledge of Federal, State, Local laws, and ordinances that apply to utility operations.
  • Knowledge of city practice, policy, and procedure.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university in a field related to information/computer science, business, engineering, or related field, plus five (5) years of experience in information technology or related field, including two (2) years of data management experience.
  • Master’s degree in a related field may substitute for two (2) years of the required work experience.
