Technology Project Management Officer

Purpose:
 

Under minimal direction with considerable latitude for the use of initiative and independent judgment, this position is responsible for improving the overall project portfolio management (PPM) practice maturity across the organization, tracking and reporting the conformance to plans and expectations of the Information Technology (IT) project portfolio. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Provides leadership and management and improves the overall project portfolio management (PPM) practice maturity across the organization, tracking and reporting the conformance to plans and expectations of the IT project portfolio.
  2. Facilitates a consensus around the mission and vision of the Project Management Office (PMO) organization to foster a project-management-oriented culture and mindset.
  3. Engages senior leadership and business partners to define the PMO mission, goals, and operating model, and releases the PMO charter with senior management approval.
  4. Ensures that the work of the PMO adds value, is relevant to the organization’s strategic goals, and meets executive management objectives.
  5. Leads the identification and development of PMO roles, team configuration and recruitment appropriate to deliver the agreed-upon PMO goals and objectives.
  6. Leads the identification and implementation of project management processes, methods, milestones, tools, guidelines, and standards to establish a stable framework that supports all project teams and stakeholders to improve the probability of successful project portfolio delivery.
  7. Facilitates the agreed-upon process that develops plans and prioritization by leadership and governance.
  8. Defines, manages, and directs the needed end-to-end PMO work effort, which includes leveraging best practices and techniques in identifying, quantifying, and tracking the realization of expected benefits defined in business cases.
  9. Reviews and evaluates opportunities to improve the project management best practices to achieve higher maturity in PPM.
  10. Leads the establishment of a project management community of practice to facilitate collaboration and best-practice sharing among project managers and key PMO stakeholders.
  11. Supports and enables the organization’s IT projects, programs and structured work efforts, and manages the technology Project Portfolio.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of project management methodologies, principles, and planning tools.
  • Skill in developing and communicating PMO vision.
  • Skill in understanding and communicating business, IT, and financial information.
  • Skill in influencing and negotiating in an environment where resources may not be in direct control of this role.
  • Skill in understanding current and emerging technologies and how other enterprises employ them to drive digital business, and how they may be applied to the enterprise to drive digital business.
  • Skill in coaching, mentoring, inspiring and motivating staff.
  • Skill in analytical, strategic conceptual thinking, strategic planning, and execution.
  • Ability to build and maintain relationships with senior leadership and stakeholders, and act as a trusted advisor.
  • Ability to explain IT concepts and technologies to business leaders, and business concepts to the PMO staff.
  • Ability to develop and execute a strategic resource plan
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with in a field related to information/computer science, business, engineering, or related field, plus five (5) years of experience in information technology or related field, including two (2) years of experience managing a team of project managers and a project portfolio.
  • Master’s degree in a related field may substitute for two (2) years of the required work experience.
