Purpose: |

Under minimal supervision of the Hearing Officer, investigates and evaluates disputed civil violations and determines liability and appropriate enforcement actions and performs a wide variety of administrative support duties. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Handles escalated hearings in person from Associate Hearing Officers to determine liability of civil violations and makes judgments based on evidence submitted.
- Researches and applies appropriate laws in regard to contested civil violations submitted by mail and determines liability.
- Communicates information and detailed explanations to internal and external customers about the civil enforcement program, hearing dates, and report data.
- Prepares cases for judicial appeal hearings and accepts motions and subpoenas.
- Investigates civil violation sites to determine validity of disputed claims.
- Recommends changes to civil case handling policies and procedures.
- Serves as liaison to City departments and Judges.
- Reviews completed paperwork and system updating and provides feedback as appropriate.
- Prepares daily activity and productivity reports.
- Coordinates work schedules, trains staff, responds to questions about civil administration operations and civil parking.

- Knowledge of Federal, State and Local laws.
- Knowledge of city practices, policy and procedures.
- Knowledge of civil parking enforcement and proceedings.
- Skill in oral and written communication.
- Skill in handling multiple tasks and prioritizing.
- Skill in using computers and related software.
- Skill in planning and organizing.
- Ability to handle difficult situations.
- Ability to read/comprehend/interpret laws and ordinances governing municipal civil violations or other administrative hearings.
- Ability to establish and maintain good working relationships with city employees and the public.

Minimum Qualifications: |
|
- Graduation with an Associate's degree from an accredited college or university with major course work in a field related to Business Administration, Social Science, or other related field plus three (3) years of experience in a related field.
- Experience may substitute education up to a maximum of two (2) years.
