Quality Consultant Supervisor

Purpose:
 

Under limited direction and with considerable latitude for the use of independent judgment, supervises quality assurance initiatives for business units within the organization. This includes providing oversight for staff led continual improvement and risk mitigation activities as well as providing consulting services to organization leaders.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Supervises and directs quality consultant work activities.
  2. Develops quality and continuous improvement plans.
  3. Leads staff conducted program assessments and system evaluations.
  4. Oversees the development of stakeholder analysis and process improvement plans.
  5. Oversees simultaneous team initiatives.
  6. Advises organization leaders by identifying key performance indicators and sets organizational performance targets.
  7. Develops performance models and methodologies.
  8. Develops and manages quality control initiatives for department business units.
  9. Provides oversite for risk mitigating activities that identifies root causes and corrective action solutions.
  10. Leads efforts that supports the organizations quality center of excellence.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of quality assurance business strategies.
  • Knowledge of project planning, system analysis and process improvement strategies.
  • Knowledge of performance management and quality system analysis.
  • Knowledge of applicable City of Austin, State, and Federal statutes, ordinances, and codes.
  • Knowledge of root cause analysis methodologies and risk mitigation initiatives.
  • Knowledge of project management methodologies.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of contract language, terms, and conditions.
  • Skill in communication in a variety of formats including print, oral and formal presentations.
  • Skill in managing multiple cross functional continuous improvement initiatives.
  • Skill in negotiation of projects and program initiatives.
  • Skill in developing and conducting continuous improvement training.
  • Ability to supervise and train others.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain working relationships with other City employees and the public.
  • Ability to communicate project and program information to all levels of the organization.
  • Ability to look at situations systematically.
  • Ability to work independently and with teams.
  • Ability to understand, interpret, and apply detailed and complex information.
  • Ability to manage implementation of recommendations.
  • Ability to identify and analyze system to system faults.
  • Ability to provide technical advice, guidance, and training to customers.
Minimum Qualifications:
 
  • Graduation with a bachelor’s degree from an accredited college or university with major coursework in a field related to the job, plus five (5) years of experience related to the job, including two (2) years of experience in a lead or supervisory capacity.
  • Lean Six Sigma Black Belt certification will substitute for two (2) years of non-lead or non-supervisory experience.
