Digital Services Supervisor

Purpose:
 

Under general supervision, this position provides leadership to and oversees the development and deployment of product design and content strategy; interprets usefulness of web pages; and provides Content Management Systems (CMS) user support on a citywide basis within the City’s Communications and Public Information Office (CPIO).

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

1. Supervises digital services and content strategy team and sets individual and team goals.
2. Partners with senior leaders to improve policies and procedures and provides recommendations for process improvements to support operations, work processes, and quality customer service.
3. Coordinates and confers with City departments, project teams, vendors, and partners to determine product needs and develop content or design.
4. Develops and prepares management and productivity reports, studies, and analyses.
5. Assists with the preparation of operating budgets, reviews ongoing expenditures, prepares procurement documentation, and develops short- and long-range goals and monitors performance results.
6. Oversees the development of consistent and sustainable content standards for products, services, and projects across the City that improve usability, equitable access, comprehension, and efficiency. Acts as spokesperson for optimal content delivery needs.
7. Oversees and contributes to the development of policies, editorial standards, style guides, taxonomies, metadata frameworks, and SEO strategies.
8. Develops and leads training programs on content strategy and writing for the Web.
9. Gathers and prioritizes strategically valuable feature ideas, products, and customer requirements; defines product vision; and works with developers to deliver effective and innovative products. Participates on Agile product development scrum teams.
10. Works with product leadership and management to set product content objectives aligned with high-level strategy and short- and long-term strategies for content deliverables and performance monitoring.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

• Knowledge of supervisory and managerial techniques and principles.
• Knowledge of City practices, policies, and procedures.
• Knowledge of current Web publishing standards including best practices related to accessibility, usability, and writing for the Web.
• Knowledge of user experience research methodologies and best practices.
• Knowledge of current Web content management systems, social media, and other common tools used to deliver content.
• Skill in developing and delivering effective training to a diverse audience.
• Skill in developing and documenting processes, procedures, standards, and guidelines.
• Skill in writing in simple, easy-to-understand language consistent with commonly adopted plain language writing standards as detailed in the Federal Plain Language Guidelines.
• Skill in organizing work effectively and efficiently.
• Ability to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
• Ability to recognize, value, and include different perspectives, experiences, approaches, and cultures in achieving organizational goals.
• Ability to establish and maintain effective communication and working relationships with City employees and the public.
• Ability to work with frequent interruptions and changes in priorities.
• Ability to conduct research and analyze and interpret research findings
• Ability to compile data and prepare narrative and statistical correspondence, reports, and presentations

Minimum Qualifications:
 

• Graduation with a Bachelor’s degree from an accredited college or university with major coursework or certifications in a field related to the job, plus four (4) years of related experience, including one (1) of which was in a leadership or supervisory capacity in a field related to the job.
• Experience may substitute for education up to the maximum of four (4) years.
