Chief Strategic Communications & External Relations Officer

Purpose:
 

Under direction of the City Manager’s Office, oversee the City’s strategic communications. Provide strong directional leadership for the City’s external relations teams by developing an over-arching communication strategy that aligns with the City’s Vision.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops and implements communication strategies by creating a coordinated pipeline of communication to the public and other government partners.
  2. Provides direction to the City’s Public Information Office in conveying the City’s overall vision, values, programs, and impact through clear and consistent messaging.
  3. Attends meetings of the City Manager’s Office and City Council, and other city related meetings.
  4. Develops short- and long-term plans and budgets for the communications programs and their activities; monitors progress and evaluates performance.
  5. Leads the City’s crisis communications strategy and executes crisis communication in coordination with the City’s Managers office and the Chief Communications Director.
Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of Federal, State, and local laws.
  • Knowledge of city practice, policy, and procedures.
  • Skill in establishing and maintaining effective working relationships with various State officials, Council Members, Boards, Commissions, City Employees, and the general public.
  • Skill in oral and written communications.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to train others.
  • Ability to quickly recognize and analyze irregular events.
  • Ability to establish and maintain effective communication and working relationships with city employees and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in Public Administration, Communication, Public Information, Political Science, or other related field, plus eight (8) years progressively responsible professional experience at least three (3) of which were in a supervisory or managerial capacity.
  • Master’s degree in a related field may substitute for two (2) years of the required experience.
