Austin Water (AMI) Meter Services Supervisor

Purpose:
 

With general direction, this position exercises considerable judgment and uses comprehensive knowledge of broadly defined practices, policies, and procedures in the supervision of field personnel assigned to the Advanced Meter Infrastructure (AMI) meter maintenance operations and water or reclaimed water distribution systems. This position plans, conducts, and coordinates activities at remote work sites and facilities with underground utilities; and works on multiple/diverse complex issues and selects the methods, techniques, and evaluation criteria for obtaining results. This position provides guidance to adhere to safety and training procedures and practices.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Provides technical expertise for installation, repair, and maintenance of AMI water meters and water valves including testing water meters and fire hydrant meters. Interprets AMI meters, gauges, maps, and profiles.
  2. Schedules, evaluates, and performs quality control on AMI meter maintenance.
  3. Reviews, evaluates, and records AMI meter data using PCs and video equipment in preparing and producing reports to ensure quality, productivity, and accuracy of work assignments.
  4. Interprets applicable Federal, State, and Local ordinances and regulations and ensures compliance.
  5. Coordinates activities with engineers, construction inspectors, other organizations, and City departments and divisions.
  6. Investigates and responds to citizen complaints and concerns.
  7. Evaluates progress and results and recommends major changes in procedures, processes, and policies.
  8. Operates with substantial latitude for independent action or decision.
  9. Assists in budget preparation.
  10. Develops and implements procedures related to AMI operations.
  11. Develops specifications for purchases.
  12. Plans and schedules safety and tailgate meetings and ensures proper training and guidance is provided for personnel.
  13. Implements and conducts AMI software installations, programming, diagnostics training; AMI transmitting devices training; and guides and coordinate AMI mounting installation procedures.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of City of Austin policies and procedures related to metering operations.
  • Knowledge of City of Austin safety policies and procedures.
  • Knowledge of water distribution mathematics.
  • Knowledge of practices, methods, techniques, tools, equipment used in the installation, testing, calibration, maintenance and repair of small, medium, and large water meters that utilize AMI components.
  • Knowledge of modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
  • Knowledge of wire splicing and gel cap installation.
  • Knowledge of basic RF propagation transmissions.
  • Ability to work in confined spaces.
  • Ability to understand, follow, and provide written and/or verbal instructions and training.
  • Ability to work various work shifts, on-call, and call back hours
  • Ability to work in environments with exposure to hazardous chemicals, solvents, hazardous environments, and adverse weather conditions.
  • Ability to establish and maintain good working relationships with internal and external customers.
  • Ability to meet and maintain driver eligibility standards detailed in the City of Austin Driver Safety Program while driving personal and City of Austin vehicles on official business.
Minimum Qualifications:
 

Graduation from an accredited high school or equivalent, plus six (6) years of progressively responsible experience in construction or maintenance activities, including five (5) years of experience which were in water and wastewater underground utility construction maintenance, including one (1) year of which was in a lead or supervisory capacity.

Licenses and Certifications Required:
 
  • Valid Class “C” Texas Driver License.
  • Class C Water Distribution License required at time of hire. A Surface Water License may substitute for the Class C Water Distribution License.
